Unfortunately not they were never part of the target you seek per say so they are not valid foci for any of the divination spells you currently possess. You would have to do a study action to figure out more on the subject.
Ceria since she would be the one with the most arcane knowledge as well as the most cynical outlook. That sounds like a fun perspective to be seeing SD though

I'm sure with the temples in construction and the Tree of the Dawn Age to be grown very soon, we'll get that Holy Site modifier soon enough.
And for Center of Learning, obviously that will be achieved with the University and public education system. We've already got the Scholarum.
For Major Cultural Center, I'm honestly shocked we don't already have it.

We regularly have theater performances in the Circle of Battle.
And this is only amplified with the creation of the enchanted mirrors for mass media.
We can just use the scales to triangulate. It isn't even hard. We can teleport, so getting far enough away to get good data is a moment's work. To get best results we'd want to mount them balanced in the center of a gimbal with degree markings and would need to know our precise position and facing and the size of the planet(if we don't already), but we don't actually need that to narrow it down enough to get closer to take better measurements.
