It would only be applied to SD since the way he is able to inspire such a significant increase in education quality is by specifically tailoring it to the place (mechanically that would be the province)

Which then increases the passive monthly favor we can get.

Given that they were hiding from Asmodeous and company for who knows how many millennia it is very unlikely ordinary divination will find them.
