This still wouldn't settle who of the pair is the Monarch Regnant, though.
We could do it similarly to how Aegon the Conqueror and his sisters did it, albeit with some differences. Rhaenys and Visenya sat the Iron Throne, unlike future queens, as well as held court and passed laws. The Rule of Six for example was passed solely by Rhaenys with seemingly no involvement by Aegon.

We'd have to insist on some differences though, such as being fully titled as Queen of the Andals, the Rhoynar and the First Men, protector of the Realm etc,etc.

Because she had been appointed governor by Aegon. Aegon absolutely was the Monarch Regnant. And if we mary the oldest male heir, then the common expectation would be that he is the Monarch Regnant, which goes absolutely counter to our whole aim, to what this is all about.

Ultimately, there can be no compromise solution. There will be some sort of conflict. We can try to keep it smaller than canon, of course, but there can't be a compromise solution. There will be some sort of conflict - and that is why getting the respect of our vassals is so important. I.e., the Visenya Reborn scenario, and not being a timid scholar none of our vassals take serious, like the Scholar. That just will drive people to the future Greens.

The Queen Consort is already titled that. If we were to want to make a distinction in a marriage, we might add "Queen Regnant of the etc etc etc" or "Queen in her own right of the...". But I doubt this would happen. It would be best to marry a Targaryen/Velaryon with no real claim to the throne (Daemon kinda fit that bill), or maybe even better, marry below our station outside the Family Bush. To make absolutely sure who is the senior part in the marriage. That... just kinda is an issue ruling women have in Westeros. Marriages can be a danger to them and their power.

I'm not really convinced that's the case. For that matter while no longer heir himself anymore, it hardly seemed like Rhaenyra's bannermen were flocking to Daemon over Rhaenyra herself in canon. What examples do we have of women who inherited lordships in Westeros and their marriages? There's Argilla Durandon for example, but Durandon was also the loser of a war.

The Queen Consort is already titled that.
I'm just going by the wiki, which has it that all of the Westerosi queens were titled as just "Queen" rather then the full title of "Queen of the Andals, the Rhoynar and the First Men. Protector of the Realm." Protector of the Realm in particular is a military title. Do you have a cite that any Westerosi queen was ever titled that?

What about something like this:

Whether by proving worthy in your father's eyes to wield Blackfyre in his stead or obtaining a third blade for house Targaryen you will obtain one for yourself.

Seems like a pretty appropriate ambition for at least a Visenya Reborn background.
