Guys no one is going to take a perpetual apprentice seriously, the elves consider LMs to be as apprentices. As far as they are concerned a perpetual apprentice is basically a failure even at that, they are a person who dedicated life and soul to the ability to do party tricks.

I encourage you to think of Culloch as "Historian Plus" rather than "Wizard Minus". Do the elves take historians seriously?
We don't need magic power right now, we have magic power in spades; three lords magister, an Elven Grey Lord, WEB-MAT, and a Runelord. What we need is the knowledge the cult holds, and where to find that knowledge. He also doubles as helping to reinforce the bluff that we know what we are doing, because Imperial Waystone knowledge isn't good enough yet.
Don't dismiss him because he can't do magic or rituals—loremasters and scholars are just as important, and Perpetuals don't become highly respected in their order for no reason—he's earned his respect.
Hell, the Hochlander is a Perpetual, but you wouldn't call him useless because he can't cast all but the simplest spells. He's done a lot of good work for us.

I kind of really want both of these. Though, what about Hatalath? Why is he not a "get to know" option?
Another interesting option might be seeing how Thorek manages mingling with Elves, though maybe it is still to early for that. Did he stay around at all or did he move back to more important stuff after the introductions and setting up shop?
That's an older one now but I still really want to see it happen sooner rather than later.
Despite, or maybe even because I am not planning to vote for this I kind of miss that their romantic relationship doesn't get much in the way of being interwoven into Mathilde's on screen life anymore. Because I at least am not willing to give up an SP every turn just to see their relationship evolve on a turn by turn basis. Ah well, we kind of knew that this would happen when we moved the story's main focus away from K8P, despite assurances that in character the time sharing and commuting to be with her is working just fine from their own perspective.

Actually there is nothing saying he does not have arcane marks, a human can get those at any time and from any grade of spell, but as the GM said above he will not be judged for that.

In the tabletop RPG, one gets Arcane Marks as a possible side effect of Tzeentch's Curse, which happens when rolling doubles (triples, quadruples) on one's magic dice. A character with Magic 1 and only one die can't roll doubles.
You're technically correct that one can get Arcane Marks from any grade of spell, but one still has to be using multiple dice on Petty Magic (which is overkill) in order for that to happen.

We don't know that any of the information we're getting is correct. All of it is at best several millennia removed from its source. That'll be a problem for all of the information we'll get from human groups. It's true of the Jades, but it's true of the Lights too, and it'll be true of the Hedgewise if we do end up recruiting them.
That's less of a concern for the Elves and Dwarves since they either have very good records or people alive for 1000 years, but if we want some degree of human participation in the project then we need to contend with the fact that a good part of the information we'll get is flat out incorrect.
So we'll have to dig the truth out. I imagine it'll look a bit like comparative mythology, except rather than try to find what proto-indo-european gods could look like we'll have to figure out what informations are shared among all those groups and thus is most likely to be true.
But that does mean we'll need diverse sources here. Just the Lights won't do, but if we can cross-reference with the Jade, we can sort out the superstitions from the facts. The more traditions we can compare, the more accurate we'll be.

Perpetuals are not locked to petty magic though, they stop at simple wind spells, either from lack of skills or lack of desire to go on.
