We're ordered to execute breakneck industrialization of a backwater that suffered defeat in WW1 and a colossal civil war that will eventually go toe-to-toe with the Nazi's; we've done a fantastic job of eliminating suffering wrought by incompetence and inefficiency, but people will die no matter what we do-either from our frantic pace or from our people being exterminated by genocidial Nazi's because we didn't push hard enough to build the machines that build the machines that build and transport the guns. And the sooner we complete things the sooner we can benefit from them and the sooner we can see and plan for what's next.

...that being said, any chance we can build factories for winterized gear? Our labor force has been shown repeatedly dying from the cold and lacking said gear. The military will need them when we expand and they can be spun off as worker protection/consumer goods in the interim.

The undertaking of the first five-year plan was a truly revolutionary step towards building up the industrial base of the nation. And while there were some shortcomings, for the most part the plan succeeded by the critically measured metrics. Most of these failures stem from the party's issues with the allocation of resources and the use of improper systems of central planning, holding the Union and its workers back. However, despite the many mistakes exhibited by leadership when accomplishing the plan, there have been many successes. Education experienced a leap forward with this plan, as thousands of new schools were constructed all over the Union. Simultaneously, industrial goals were met one after another with the Uralmash Machine-Building Plant's early construction. The plant has so far produced the bulk of domestic industrial and power generation machinery for the Union and has allowed a considerable cut to foreign production imports. While its construction did expend most of the funding reserve provided, it rapidly repaid the investment by allowing most of the targets to be hit. To look into the plan in more detail, however, one must go category by category of targets that had to be hit.

150% Increases in MFPG: This goal was by far the most delayed with the Commissariat consistently deciding to de-prioritize it through the course of the plan, then desperately attempting to catch up near the end. Due to this, a considerable and regrettable quantity of shock labor had to be used to fulfill the plan. However, such incidents have characterized the improper non-statistical system of planning that has so far prospered under these conditions. I would recommend focusing on additional steel production and removing the current batch of idiot officials from their posts so that competent personnel can more easily replace them. With such changes and a steady stream of numbers through new information networks, the plan can succeed far better than it ever has.

175% Increases in Capital Goods: The production of capital goods was the by far priority of the plan and was set to be fulfilled as fast as the planners could accomplish it. Due too these plants' rushed construction, consistent errors made in domestically produced equipment have kept the bulk of production below Western standards. While the bulk of this is due to the workers' laziness and poor organization rather than the party's constant complaining about some fantastical, mystical saboteurs. Some form of stringent checking organization on the workers' labor is needed to ensure that they can optimally fulfill the plan. In better news, the apprenticeship model for the shifts has considerably improved the quality and quantity of production. Yet these new models have regrettably cut productive work shifts per worker to a paltry 50 hour week of proper labor. Despite this, efficiency is steadily improving as more and more peasants become properly trained workers. After this initial training period, I would advise the shift back to the old system of shifts to ensure that the working mass repays the parties' economic investment.

120% Increases in Consumer Goods: Despite the improper handling of the situation with the setting of an excessively high goal for the production of additional resources, the department has performed adequately. Essential goods have been issued out to the bulk population with quality of life improved across the board. However, such improvements have been eternally tinged with wastage, as resources are going towards the people's unproductive ends instead of improving the nation's Industry. Yet worse are the constant distractions by party officials wanting the goods themselves and acting with greed, running a considerable degree of optimization that could be had if they would utilize them efficiently and consistently.

Stabilization of the food situation: Overall, the food situation has been a reasonably stable endeavor with little action spent on modernizing the backward peasantry at any proper speed. Despite this, grain production has steadily improved as more resources were committed, but current models of production still show considerable unplanned inefficiencies. I would advocate for a more forceful approach towards reorganizing the peasants' lives, as they are a constant thorn in the side of every industrial effort.

Asides: The educational efforts committed to this plan have introduced slow and soft measures to gradually make the people far more efficient. Still, there are many issues in this as students continue to graduate with an education in near useless subjects. The worst of these are those graduating from the party schools with an education utterly lacking in mathematical or physical rigor that are proceeding to become administrators. How can they even manage to run anything if they do not know proper science?

He seems to be quite cynical and not all that happy with everything.
He's been described as a technocrat; it sounds like he's less against central planning, and more against it being run by people without his ideal education, managed unscientifically, and influenced by politics. Idealist from the perspective of the party, but in more in the overlap between communist planning and Fordism.

To think that he was one of the people who invented the whole Central Planning Model in the first place. I'm so happy that he's not in a position to actually realize his Super Hyper Rational Centrally Planned Economy. If he was in charge everyone will work, work, and work, and do nothing else.

Well, it's more like some know it all spouting how your best friend was a fuckup that could've done better. And your Stalin, whos best friend basically died setting up the Soviet Economy for you.
It's not even that, it's just that he is roasting everyone (peasants, workers, other party members, Sergo). Workers are dumb and lazy, peasants backwards, general populace too concerned with their own petty needs like heating and food to serve The Industrial Growth, party members study nonsense instead of Real Science (read: math and physics), and so on and so forth.

He is basically being That First Year STEMlord who thinks everyone but him is stupid, irrational and inefficient. It's absolutely amazing, and he does raise some good points, but I am very grateful he is not in power.
