Eh. Forcing mercenaries to bring in live captures is less efficient than just killing them.

Belegar barely has enough forces to garrison Karak 8 Peaks, and you want him to conquer the Border Princes?

Or maybe a promise to do their best to extract the magical knowledge of the toad-like lizard men(slann) we know about them right?
a)Dwarfs are one of the worst people in the world to ask to extract magical secrets from the Slaan. That doesn't work on multiple levels
b)Do you want a Time of Woes 2.0?
 
Folks, why don't we hold our Boon for now, wait a turn or two to see how the Waystone Project is going to shake out, and decide then?

We lose next to nothing, and stand to gain a lot.

Sure, but I'm seeing a whole lot of what you don't want alongside the books, so it comes down to:
- Don't do it.
- Don't half-ass it.

As it seems unlikely a pure book vote is going to win.
even more then I want the library, I dont what to save it for a rainy day.

I don't want to have this conversation every ten pages.
I don't want to leave it hanging there getting dusty for 'the perfect' thing to use it on. those never happen, the goal post always moves.
I do want it to start effecting the game and add to the story narrative.
the things I want in someway or another are things that are better to start sooner then latter.

its just, I know RPGers, its not a good idea to sit on things like this.

Two weeks, two months, two years, two decades...
People have plenty of ideas on what to do with the boon, and leaving it on the table can easily mean it never gets used, or gets used years from now.
The natural conclusion to that kind of logic is that patience is folly.

Saving it can also lead to us spending it much, much better. And soon.

The point I'm making here, is that the currently leading mish-mash of ideas that's a Branch College in all but name can easily happen on its own in a turn or two.

More than that, we can get far more bang for our buck if we wait to see how things shape up in, again, one or two turns.

It's not "wait and see, indefinitely". I say two weeks because that's about as long as it takes IRL for two turns to elapse, when we are in the regular swing of things.

well... that's a leading way to ask that question if i've ever saw one...

the Best way to spend the Boon if your interested in long term goals such as 'library, learning centure, etc etc... is in fact to start over procrastinating to 'see whats next'. as they will be things that take mutable turns to develop anyways, so waiting a few turns is the same as adding a few turns.

if what your interested in is things that are one time 'big hitters' e.g big boat etc etc, then actually yes. waiting is fine. you will get it when you want it.

The fact is, we make a far more informed, and likely gain far more from our expenditure if we wait a tiny little bit, than it costs us to wait. Waiting is the better course of action nearly any way you cut it.

Even for a pure BOOKS purchase, waiting a bit means we likely get an enormous discount on books related to the Waystone project, which is liable to be more than a few, as the College really wants in.

Considering some people have said quite explicitly that they are fine with never using it, I think the fear of putting it off is justified.

You make a lot of assumptions here.
I have hard time imagining anything bigger that the grand library that Belegar can actually do.
Because remember, this is a boon from Belegar, there are limits to what he can actually accomplish.
