The first, because being a Spymistress is our gig, and we are looking into ways of doing things like "open a tavern to collect information" at every turn. This is just the first steps, so while I absolutely get the urge to scout the rest of K8P, that's also within our purview as Spymistress.
Remember, the dwarves flat out don't have a position of spymaster, so we are defining what it does.
But I think going to Karaz-a-Karak to see the grudges struck out will be a momentous occasion, where the entire Karaz Ankor will do it's closest approximation of watching live as they can. And we claim no small amount of credit for striking those grudges. We are most likely the most well-liked human alive.

Our Coin means our scouting should be highly concentrated, so we can just turn to that in a turn or two, after the coin recharges and we word has time to spread, and the next wave is in the works so we see what we are working with.
Then, wizard's tower, it's the leading option for a reason.
And then, Mayor of Karag Nar. Because we are going to be Spymistressing either way, and all these options combine beautifully: we are the Umgi-In-Charge of K8P, the Spymistress-slash-diplomat of K8P, and the Wizard of K8P.
And all of that culminates into us putting our wizard's tower on top of the Diplomatic Housing Mountain, which is also the site of our Godly Heist.
It's perfect. Each choice feeds into the next, synergizing beautifully.
