Earlier Assistance in Developing Space Flight (2) - The Regent agrees this is one thing it will have to help you on sooner or later unless you want to just launch the Champion and the Regent into space with a hearty wave and 'don't forget to write.' It…apparently is fine with the backup plan, as it has some means of ensuring a small group of people can travel safely, but it's slower. And would much prefer a 'conventional' faster than light method of travel to avoid getting plastered with micrometeorites.
Empathic Focuser (3) - Though some of your pilots are already capable of feats a cut above the average man and woman, apparently there's a way to push this even further. Though this is considered by the Regent as another 'prototype' the sages of Varulne didn't finish before the disaster took place, it's willing to part with it, as long as you share your own developments on it when you're done.
Minor Empowerment (5) - If it's going to empower champions that are pure of heart and character, you want to know how to do it. Two reasons why. Along with ESP and MMI, that's going to snowball piloting effectiveness. AND it's going to be a very effective safeguard to ensure that in the future, no psychos are going to hijack a Super Robot and cause some sort of chase against a separatist splinter fleet or something. This is a fairly high cost trade, but the Regent is actually fairly flattered at the idea that you want to try making one of its key features work for you.

The Regency's Containment, Xenotechnology Laboratory
To your unspoken relief, the Regent is quite straightforward in negotiating throughout the whole process. It very plainly laid out what it wanted, and very plainly laid out what it was willing to give in exchange. Granted, the process took awhile, but you can appreciate just being thorough. Really, that was not the thing that took up almost three hours of discussions with the alien artifact.
It was just placating Max from drooling at the mouth at 'all the science-y shinies' and having her look at what you could actually make use of. Madwoman.
Still, after you could shake her out of the stupefied trance from all the xenotechnology literally falling into her lap, she was actually quite helpful in pointing out what was likely to be viable, safe, and guaranteed to not destroy the entire base in experimentation. Apparently even she has her limits.
Could have fooled you, really.
The Regency Offers:

For one, you most definitely have enemies prowling around in space that are out to try and ransack everything the Earth Union owns - Tyrannous and the Free Brothers' vessel. Since having an alien warship (or a freighter so far advanced ahead of you that it doesn't make any difference) is highly unhealthy for any developing space program, simply bartering for help from another advanced alien is the more conducive way to go about it.
For another, you happen to know a spy who would be incredibly annoyed if you allowed this opportunity to pass you by. And she knows where you live. You have precious little peace of mind these days as it is, you'd like to retain what you still have. Thank you very much.
Finally, the ability to develop space assets is just undeniably awesome. You'll never find that outlined in a written White Paper report, but you'll also find no one who will even try to contest you on this one. Any who do - you will call a liar to their face.
You won't even pretend to know how any of the technology works. You just know that after Max reviewed it, she confirmed it was legitimate, and that she and Sam could make something viable out of it. That's all you personally care about, really - though you now suspect that Sasaki will be chomping at the bit to turn the Pegasus space-borne soon.

Crazy people mode aside, when they calmed down they explained that this was a technology that could be theoretically combined with the Man-Machine Interface. At bare minimum: it would make piloting a hell of a lot easier. Best case scenario: you'd be able to cobble together some kind of freaky emotion-based superpowers through the Super Robot or something.
They had you at ease of piloting, and you really just wanted them to stop shaking you by the collar to get this already, so you acquiesced the point. They're the experts, now please go away help-
Minor Empowerment - This one you did not need an expert opinion on. Apparently this is a similar enough mechanism that the Regent uses to empower Champions, albeit on a much more basic scale. Using minor versions of the Regent called 'C-Crystals' (and at this point, you just decided to stop asking questions about when your life became a manga publication), the method the Regent is providing relies on a 'Core' template that serves both as a means to create new C-Crystals and to rejuvenate C-Crystals in between battles. When you asked if the basic 'good character' filter was still present, the Regent confirmed it was. That was all you needed to know, really. The last thing you need is some Separatist jackass to hijack one of your Super Robots.
This one was really the only one the Regent pressed you with questions about. But in the end, it seemed...pleased with your choice.
"I am willing to offer the C-Crystals to you, yes," the Regent had confirmed. "I would have thought you would select one of the more esoteric technologies, really."
"Oh, I still am," you said with a shrug. "But at the bare minimum, having the ability to prevent scumbags from hijacking a Super Robot is worth a lot as it is. If they really do prevent evil men and women from trying to use our equipment, that's only going to be a net positive for us."
"Then far be it from me to deny you this," the Regent said in a cheerful voice. "You will need to take some time to develop your own means of creating it, mind..."

You should know a bit how that tech works, especially in the case you're forced to pilot a mech yourself. Good thing this is totally not a thing that happens in anime, right?

We need to update this with a fool-proof test that no Separatist could ever pass, such as a quizz for first-time pilots that contains questions like: "In a fight between Hitler and Superman, who would win?", "Is communism an humane and viable political methodology?", "Do you enjoy hurting people?", "Do you consider evil a 'subjective perspective'? If so, what do you think about the gulags, the death camps and such then?"
