I'm seeing a lot of votes which back the second of these two options without the first, and I have to ask- why would you do that? If we want the best results on finding one of our wizards a place in the artillery section, we should probably talk to the chief artillerist. Arranging one of our wizards to be in that position without talking to the leader of the section that he's working with is pointlessly risking suboptimal results or choices that wouldn't be approved of by our counterpart on the artillery side.
I was uncertain on that, but now that someone else brings it up, I agree. Probably best to talk with the Master Engineer in conjunction with getting a wizard working with the artillery.

As @BoneyM had said many times before, if an action is needed or sensical for another action it'd be explicitly laid out or it'd be built into the action.
Part of finding a placement for him in artillery includes talking to the artillery commander about which units are open to the idea.

Did we not? I mean, we talked with the Head Ranger at the same time as we started scouting-stuff.

Didn't need to. You can do it for potential synergy effects, but if you need something for another action to work @BoneyM always spells it out unless Mathilde's inherent prejudices forces her not to realize it.

She's in intelligent character and will take intelligent actions to achieve a stated goal

Well, to an extent. Having Johan attached to the head engineer's command instead of some random grudge-thrower might help that side of things too.
Which we'd have to talk to him about getting a wizard attached to an artillery unit to begin with though. Its just common sense, so talking to him doesn't particularly expand the assignment options.

Talk to him if you want to well...talk to him.
