We've been takng a lot of the Hero unit type actions so far. Not really interested in doing more right at the moment when we have a bunch of journeyman-wrangling options waiting. The Black Lotus option is more like a Panoramia action, so it gets my approval.

All of the councilmember options need to be taken at some point, preferably sooner rather than later. No particular preference this turn, though, so I'm approval voting for all of them.
[ ] You've heard that greatswords and greataxes are near identical in the way they're used, and you happen to be surrounded by experts in the art of the axe. Learn how to use one.

The second one here is a little more Hero-y, but I imagine most of the scene will be social, so that's better than going off alone scouting for what, the third or fourth time?

The sword's fine as-is and it's not really worth spending the favours to get him an in when there's a free option. Any success he has under the smiths' tutelage is going to reflect well on Mathilde at the end of the campaign, while the off-chance that things go badly will be mitigated by not putting Mathilde's reputation on the line by vouching for him.
[X] Help him find a place with the dwarf artillery crews so that he can supplement their abilities in combat.
[ ] Keep tabs on his interactions with the dwarves, making sure he's not fishing for information that the dwarves want to keep for themselves.
Knowing that he's targeting the Skaven is good enough for me, so I don't feel the need to micromanage his interactions with the dwarfs. Still, we might as well try to get some use out of him for the army. Unfortunately, he has neither Dispel nor Glowing Lights, but we should be able to find something else for him to do.
