@Goldfish - how about Paragon Surge as originally written, just with the exclusion of 'Expanded Arcana'? That would leave Blood Wish it's niche, and getting access to any metamagic feat / others on the fly is still something worthwile.

As you complete the ancient incantation, your blood sings with the power of your Draconic ancestors.
You call on the natural might and sorcerous skill due your blood. A subtle change comes over your body, emphasizing your Draconic heritage. For the duration of the spell, you gain a +2 Enhancement bonus to Strength and Natural Armor. Furthermore, you either add two spells of up to 3rd level from your available spell lists to your list of spells known, or you are treated as if you possessed any one Metamagic feat of your choice.
The first time each day that you cast this spell, you must select the spells or feat you will learn. Once that choice is made, it is set for the day and additional castings must make the exact same decisions.

I'm with TNE, that tying Blood Wish to Charisma is actually making it weaker then those two.

Lya can only cast out of the spells he knows and Dany out of the spells she has seen with a possibility of failure if she goes for things not on her class list.

Paragon Surge as written is basically us asking for the ability to match what Dany does effortlessly with Dreamcasting, and due to her access to metamagic for Turning, what she does is arguably stronger. To put it simply, this is another incarnation of 'x characters can do what Viserys does but better'. Is that a frustrating thing to have to deal with, probably (sorry). But that doesn't stop it being true in a lot of ways. Blood Wish won't solve this problem, especially with tying it to Cha damage when we can't afford to take too much of that. The major problem is that Clerics and Wizards both get access to means to bypass the restrictions on their spell lists and even some of the downsides being a prepared spellcaster is meant to give you. One need only look at Anyspell and its Greater variant within the Spell domain for an example - and Dany could get access to both of those with a single domain staff.

Heh. Lemme show you. You craft it as a use-activated custom magical item, with an activation clause of 'wearer expends a spell slot of level 3 or lower'. So spell level (3) x caster level (3) x 2000 = 18,000 gp (before crafting discounts, IM conversion, planar reagents, etc). Double the cost if you want to make it slotless. The way the magical item creation rules work, this now means that whenever the wearer of this item casts a level 3 spell or less, this item casts Channel the Gift on them, substituting the need for that spell slot with its own power. Combined with Versatile Spellcaster, this gives effectively unlimited 1st-4th level spellcasting for any spontaneous caster.
