They have laws against true death in their cities, and sacrificing them to the OG don't inflict true death anyways, and I don't think those laws extend, to not inflicting true death unto enemies of the state.[X] Plan Exterminate

The laws is probably more about when battles happens between visitors, true death is not supposed to be inflicted, I don't think their laws extend to the battlefield.
