No, specifically, the seven member steering committee is in ultimate control, consisting of 3 Controller representatives, the Commander of the Dark Stars, the Commander of the Fleet, the Clarassi of the Corps, and Paul. This is the group that would decide the Corps remit. What the Corps should be doing, should not be doing, the ethics and spirit of the Corps.
Then Vox, in addition to having 1-2 votes on the Steering Committee, is in charge of overall grand strategy (implementation of the decisions of the steering comittee), and day to day operations.
And Paul of recruiting, training, and maintenance of Corps member sanity.
At this point I would like to point out the Corps is brand spanking new, and consists entirely of new inductees. Even Paul himself is barely over a year in grade. Paul really should be more responsible in the here and now, because there aren't really any seasoned Lanterns to hand over to Vox yet. It's basically one big training company, and being the guy in charge of training was a position Paul carved out for himself when he gave Vox the rest.
Instead of being worried about his authority in a Corps that doesn't really exist yet, he should be focused on the Fleet aspect, which also needs to be build up from nothing, and his being in charge of of is a requirement for that 2nd vote on the steering committee. He could have been taking that in hand while Paul is getting the Lantern roster filled up, all the Lanterns trained.

Untrue. The person in charge of a country or corporation does not automatically get to decide the whole of everything in the organisation he runs. That much of the overarching purpose and framework could be decided by something like a constitution, charter, Supreme Court, Board of Directors, or shareholders. The Founding Fathers did not all run America as President. They did make it what it was.
