Tit-for-Tat: No sooner had word begun to spread of a great blow being struck against the Southern Scourge by brave infiltrators than the temperature along the border began to drop once again. The curse of cold is felt once more across the regions of the Empire closest to the Shadowlands, snow falling in the middle of Spring. Yet the cold is less intense than it was in the run up to the Battle of Redstone, and scouts report that no invasion force has has been spotted. Many believe this to be a form of retaliation from the Shadow King who, in his weakened state, is unable to do more to strike back against the Empire. While this reassures some, it does not make the task of farming in the cold any easier. -300 Farming Income

Once Sombra is gone the Windigos will be weakened. Given time the eternal winter should end and the land will become liveable again, though it will require both time and work.
We'll burn everything to the ground and raise it from its ashes to glory!
About survivors.. Well, it will depend on the dices I think.
And there is also a chance of the "curse out of time" though in that case he'd be better off never coming back. We're NOT Equestrian, we'll get stronger, not weaker.
The land has been frozen over for a decade if not longer. There are no animals no vegetation no water sources. are there might still be water sources but the Frozen right now and buried. the land is literally inhospitable even with the windows and some were gone there's going to be nothing there which means trying to settle it the only result in our people needing to literally import everything making it unprofitable and probably a death trap. Cost to replant and reintroduce animals into the area will also be extremely expensive and the work of decades if not centuries with our current level of technology. basically will do what Sombra is doing if there are resources that are available we'll set up a few minds but no settlements at least not for a long long time. killing the evil that inhabits the land isn't going to make it magically restore it's going to be worthless deadland for a while.
The zebras don't actually have to be landlocked. They could have literally be placed anywhere in the middle of a continent on the shore literally at the Nexus of a bunch of rivers at a lake/inland Sea.
you don't initiate diplomatic ties and tell them about your other allies and not give them the location. That is bad form and we've trained our diplomats well.

He now has teasing material on Gwyndlyn for forever. I want to see an omake sometime time in the future where the emperor visits and is telling stories to Gwyndlyns relatives and is embarrassing her because in the eyes of her relatives she is this tall imposing figure of imperial dragon raised pride, only to then crumble like dust in the wind at the stories of her exploits revealed.
All I know about warhammer is "blablabla for the emperor blablabla space marines blablabla chaos gods blablabla psychich powers are bad blablabla" and even I was expecting this.
Well, I was expecting a " heresy!" Or "For the Emperor!), But close enough

The Wonders of Industry: Griffons and Dogs across the Empire marvel at the pace of technological advancement. From blast furnaces that churn out vast quantities of cheap metal to steam-driven pumps that have turned marshland into farmland and Genevieve's "liquid fire lamps", the people of the Empire see countless ways their lives improve as a result of new inventions, inspiring a generation of young minds and encouraging public interest in education and research.

(I also want to try to rescue/kidnap a few ponies, see what happens. If we could bring a few helmets to the Qilin maybe they might know/discover something about it.)
We need better/more schools if we want to really accelerate this industrial revolution. Our first university should be named after Archimedes
Sombra is a sore loser.
Let's send captain Kaboom back to say hi!
(I also want to try to rescue/kidnap a few ponies, see what happens. If we could bring a few helmets to the Qilin maybe they might know/discover something about it.)
We already have school and universities. Archimedes organized them at the beginning. We also bound at least our medical institutions together into a new medical school and hospital system.
As much as the Crystal Ponies have been shafted this time around we can not go risking our own people to save them. Any we "rescue" are likely to be the only survivors when this is done. and there is no way to capture enough to rebuild their numbers so they will still die off only with survivors guilt.

Maybe, but the opportunity to perhaps create a one time large scale negation of the helmet's power would be... quite powerful. We obviously can't know if such a thing is at all possible until we get access to the things of course, and it seems unlikely that our spies would be unable to capture a few of the slaves with relative ease. Knowledge is power, and we simply don't have enough as to how he keeps control of these people.

The new teachers have gone to work, and the initial results have shown promise, as have the first classes of newly literate Griffons. The graduates of the program won't be debating philosophy or learning advanced science anytime soon, but they can read and write, and that's good enough for you. Archimedes is disappointed that his academic treatises are still rather obscure, but the wound is salved by the fact that he now has a much larger pool of somewhat educated Griffons to draw upon for his staff, something that will prove a great boon in the near future. Reward: +1 Research Action Per Turn
We have BASIC schooling, certainly no university. We started removing illiteracy, time to go beyond PLUS ULTRA!
About the medical institutions, integrating yak's and neighpon's medical knowledge could also be useful (even if from different species. It will require a bit of experimentation).
About the crystal ponies, while saving a few innocents would be a nice bonus, what I want is information.
Specifically Sombra's past and everything we can discover about/from the helmets.
Titles: Emperor of Gryphus, King of Griffonia, Inheritor of the Imperial House of Gryphus, The Unifier, Great Winged Alpha
Description: Before your wife got her talons on you, you were a fairly typical example of the Griffon species. An unmistakably masculine build, a strong, prominent beak, feathers and fur that seem to be perpetually well-groomed, and a pair of piercing amber eyes hiding a fierce intelligence. Not anymore though. Oh, you still have all those qualities, they're just overshadowed by the massive amount of muscle you've put on since you started your wife's "enhanced training regimen". Your wings can lift dumbbells, and your legs are like tree-trunks supporting a barrel chest rippling with abdominal muscles. In short, you have the build of a person who has been lifting heavy objects his entire life.

Persons of Interest
???: A friendly and strangely casual Griffon female you met at your inaugural ball. Despite having a wonderful evening chatting with her, you never got her name.
Garibaldi Talonuelli: Formerly the Duke of Wingbardy, now the Grand Duke of Wingbardy, Talonuelli is a beloved public figure in his home province and an experienced administrator. After saving his city and people from Brochard's attempted invasion and negotiating his province's vassalage over a few drinks, you'd like to think you can count him among your friends.
Federico Montefeathertro: Duke of the (former) City-State of Urbirdo, and your Father-in Law. He might just be the friendliest of the former Feathersians, having agreed to back you and your kingdom without question or condition during the Brochard Crisis, and hiring a mercenary outfit as a belated wedding gift. You're reasonably certain he likes you, as much as In-Laws can like each other anyway.
