Well, risking pissing off the Phoenix King could be a reason not to do the third.
We're the spymaster of Stirland. Stirland, which is a landlocked providence far away from any coast and which has zero trade with Ulthuan and zero reason to give a shit about the Phoenix King. What's he going to do, order us boycotted? I'm sure that will hurt our nonexistent elven trade.

What's he going to do, send a superior master-race elf over as a 'No, fuck you' gesture?

You know we really should find out a way for us to know about the Skaven IC. I mean as funny as it is to see all the misunderstands I really think us knowing about it so we could get Van Hal on board with our potential dwarf trained anti-skaven specialists troops that we are accidentally making might be a good idea.

I honestly prefer the thief, he apparently knows about the skaven which is a huge advantage by itself and if we need serious force concentration we can just ask the military to help out.

I'm gonna be personally in favor of the martial candidate for the watch. This is the Warhammer verse so we're always going to facing threats with violence whether that's bandits, greenskins, undead, beastmen, or skaven below ground so having a solid commander able to fight those decisive battles should be valuable. As a more martial commander I imagine he would instill greater discipline within the Watch in general, which is important in an organization meant to protect the peace and enforce the laws of the Empire and Province. He'd also be invaluable in trying to push the Stirland Watch into a province wide organization, and I don't doubt he'd also enforce the underground just as thoroughly once he becomes aware of it.

While the intrigue candidate is also great, I feel we can provide some more of those skills ourselves, and due to his history choosing him may make the Watch more tied to the thief's guild than I feel would be wise.

No he wouldn't. The most he would do is be very annoyed that the dragon riding prick he banished was heavily successful in the wider world and that a complete book of his exploits made its way to Ulthuan. Beyond that though he wouldn't do anything, certainly not invade the Empire over writing and selling his book:

Especially not when it would mean invading and forcing his army through most of the Empire of Man just to get to Stirland, a human province he has no trade relations with, no influence with and probably wouldn't even be able to remember the name or location of without looking it up. Hell I'd doubt he'd even ban the book in Ulthuan as the pettiness of doing so would probably tar him worse then the success of Asarnil despite the guy's banishment.

We're also a Wizard, who apparantly has Quyash Juice or something similar. You know, High Magic. Which humans know next to nothing about, but Ulthuan Elves do.

It's not out of the realm of possibility we'll want to talk to a High Magic Elf Wizard about it at some point. At which time, being personally embargoed by the Phoenix King would be unhelpful...

He could also have his ambassador complain to the Emperor. Who would then have to officially reprimand Van Hal about the conduct of his Spymaster. Van Hal would then have to reprimand us.

Expecting an invasion... that is clearly not going to happen. But he could, if he deigned to, make our life more difficult.

"The War Below," you say musingly. Overly dramatic name for fighting against vermin and smugglers, but it has a nice ring to it. "The Watch is looking for an new leader. Ideally, someone with the creativity and inside knowledge to bring it success as it expands across Stirland."

"You want me to betray those I work with," he mutters.

"If I thought you would, you wouldn't be worth hiring. Besides, I envision the Watch as an organization with it's attention elsewhere." As you talk, you dip a finger in your mug of small beer and draw an X on the table. Jack looks down at it thoughtfully as you wipe your mouth with a napkin, and then you place the napkin atop the X. "There are many threats to the good order of Stirland and the Empire, and a few thieves are the very least of them."

So, Van Hal wants us to strengthen the Watch so that the Watch can squash the Thieves Guild if we/Van Hal desire to do so. Do we think, based on what Jack just said, that Jack would have a problem with doing this?

I don't actually care which leader we pick. Thief will deal with the theoretical Skaven backstab, adventurer with the actual bandits and monsters.

I DO like the idea of elfs sniggering in court about how well that guy is doing that the king exiled in a snit <Schadenfreude>

Two main points. First, Arsinal will get a kick out of tweaking the Phoenix King's nose and his opinion is the only one that really matters here. It'll also make us some bank. Ulthuan is very powerful, but this is far below the king's notice and any response would be massive overreaction. Two, and I feel this needs to be highlighted, we shouldn't have even joined the Purge if we didn't plan to participate. With how slow going it is, getting into the fray will help, if only a little. I'm fine attaching ourselves to the general staff as well, but this was the only plan doing anything to contribute.

Not really sure what the point is of me actually writing updates if all that's being considered is raw numbers.

I also favor that candidate, but because he is more widely experienced and part of the explicit purpose of the watch is to be able to destroy the thieves guild, which is not a job you want to send a man loyal to thieves to do.

This really is the perfect time to join in. We could use the combat experience, we are a genuinely amazing combatant which is very helpful considering how small scale all the battles seem to be so far, and we have magic which both helps in general at dealing with regular enemies and helps a lot with ghosts.

I feel like we could actually help speed things up alot here.

I think they both have their selling points. Jack hints at knowing about the Skaven and probably has a pretty wide network of contacts if he's been touring the empire on a stealing spree. Jacques on the other hand is a doctor, which is always useful for any number of reasons and is experienced at leading men. Honestly i'm leaning towards Jacques simply for leadership abilities. Jack seems to have some weirdly strong morals, but I don't think those or the Skaven beat out an experienced commander.

Okay, after thinking on it, I think I'm coming down strongly on the side of Jack for Watch commander.

Ultimately, the Watch has been developed, at Van Hal's orders, as an organization primarily concerned with catching infiltrators. Now, we co-oped an organization that was nominally about keeping public order and maintaining legality of various things, but that's not what it's for. The purpose of the Watch is to fight shadow wars. To catch vampire spies, to give us information, to let us know when people are sneaking around and who is being suspicious. They do this by also protecting public order and being highly visible, so that they are trusted by people who then bring them more information and so that their overall moral goals keep the dedication to the cause among the ranks high.

But their job is ultimately not to fight off bandits and prevent thieves from acting. If there are bandits to be fought, they can let the army know and the army can go send some people to dispose of them. Their job is to help us detect spies and infiltrators, then deal with them. The guy who is a great intriguer type is simply going to build a Watch better at that job. The likely indication that he'll be setting us up to fight a war against the skaven is just a solid bonus on top of that. We don't need a leader whose ideas for the Watch involve building up a force who he can pull out of the cities to go and thrash some local beastmen in the forests- designing the Watch that way was an option during the Watch design vote and we didn't pick it for very solid reasons. The martial leader is more likely to build up the Watch into an organization of veterans who wish they were still in the military.

Yes, Jack's unlikely to ever want to quash the Thieves' Guild- betray those he's worked with, as he said. But that just means that we need to ensure that problems with theft never grow to the point where Van Hal feels it necessary to order us to quash it, not that we can't ever employ him because of a conflict of interest. Hell, we're a conflict of interest- we just all but openly told Jack that we worship Ranald and are doing this anyway, because it's true. If his job description includes keeping the thieves in line- not destroying them, but making sure that they won't overstep themselves- he'll still do that, which is all we need from him on that score. And we need his expertise heading up the Watch and teaching them what threats are actually threats- cultists, vampire agents, skaven- and what is just petty crime that yes, needs to be kept down, but is simply not as important.

If we don't hire Jack, can we try to offer him a job tracking down our predecessor?

- Not much prestige in it, but we have plenty saved up to pay him, and he did seem like he was quite willing to take a thief-job from us after the first initial misunderstanding.

- We don't have the time to look for our predecessor ourselves, but we do have quite a bit of wealth right now, and Jack seems both skilled and sufficiently fearful of us that we can probably trust him to be reasonably loyal. And this is a loose end that it'd be nice to tie up.

- If he takes the offer, it'll keep him around long enough that we might have another job opening by the time he's done.

EDIT: also, is it just me, or was Julia implying that the reason Jacques was about to lose his job was because she was about to sell information about his affair? If so, that's a big potential red flag - if he ever figures out we were the cause of that, that's his loyalty gone.

Jacques is the one who can run the watch as a watch. Jack is more of a special agent and possibly trainer of agents. Give Jacques the job and put Jack on retainer.
