The discussion feels a little bit circular at this point and almost calls for another sub-vote on what our top priorities even should be.

I want to ask folks: What are Victoria, Russia, Detroit & Toledo, and the other locals going to do next? Do we anticipate them trying anything that we might want to counter? Russia badmouthing us internationally is one example.
 
Peace Talks are critical.

Blackwell is desperate right now, with a major city held by the CMC, and most likely to sign a disadvantageous deal that gives him back his PoWs, that we can turn to our advantage to open the St Lawrence Seaway. The Commonwealth is a nine-day wonder right now and any talks with a Commie rep will be held in the glare of a media spotlight, which means the focus of media attention prevents Russia leaning on us heavily to cut Victoria a break.

This won't necessarily hold true in six months or a year, when California's rebellion is due to draw all the attention, allowing Russia to act more freely in parts of North America where no one is watching.
Most of the options available right now are time critical, but some are more time critical than others.
OK, so did you write a plan?

The reason I don't want Peace Talks is because its relatively worthless.

One, Blackwell is incapable of continuing the war with or without the talks.

Two, Blackwell hasn't won the civil war yet. He can't be counted on to speak for Victoria.

So, Peace Talks can wait for a bit.
Honestly, Peace Talks is either important enough to do soon, or unimportant enough that we should accept permanent state of literal war with Victoria with maybe occasional cease-fires, and hope that their economy craps out before ours.

I think the international outreach can wait a turn, as we are going to appear much stronger internationally next turn, and it may be important to keep the local states not too terrified of us after we, in their eyes,annex two cities.
This begs some questions:

1) What, exactly, will we do that makes us seem significantly stronger than "beating the entire Victorian army?"

2) Outreach is itself a terror-minimizing action because it includes (though is not totally focused around) outreach to nearby neighbors, especially the major ones (probably St. Louis, for instance).

3) We may not even WANT to annex Detroit and Toledo this turn. They're kind of a political poison pill until we get the immigrant naturalization issue settled, because we have something like three million or more refugees in our borders who will be furious that someone else gets to become Commonwealthers before they do, without a five year waiting period. One turn to clear that issue or at least partially address it will do a lot to stop that from exploding when we annex those cities.

I'd probably move a refugee ap to anti-fascists. As long as we're SEEN starting to deal with the refugee problem we'll probably gain some time, and i really want to be DONE with Spencer and his cronies.
We can always put a second AP into them next turn. The advantage of crushing a tiny, weak political faction of enemies in 6 months rather than 12 is quite a lot smaller than the advantage of resolving the refugee issue in 6 months rather than 12. Especially if we're going to force the issue to come starkly into focus by annexing Detroit and Toledo.

I would consider it politically very dangerous to go forward with Detroit and Toledo's annexation this turn without putting enough points into Refugee Crisis to at least theoretically hope to complete the action.

That would be an almost necessary freebie, yes.
Hmmm, that IS a tempting option. Especially since we may be able to persuade the New Yorkers to quietly put pressure on Victoria by exerting a bit of influence or pressure of their own from the south; this would be a very bad time, from Blackwell's perspective, for New York to start a rearmament campaign.
 
Chinese pirates were a well established regional power, not random groups suddenly popping up. Again, if such a group existed, they would have taken advantage when we were weak, not right now.
Not exactly... Chinese piracy actually emerged as an alliance between economically depressed Chinese fisherman and the machinications of Dai Viet, vietnam which was overthrowing a dynasty friendly to Qing china.

You talk about AP limitations. But Detroit is net ap-positive, treating it as a ap-negative because of some fantasy of bandits is ridiculous. And frankly if such bandits existed we would mobilize anyways, because letting our ally fall is terrible strategically, diplomatically and ethically. I can respect waiting based on, say @Simon_Jester fear of pissing off our current population, but don't avoid them based on some imaginary bandits.
I think you focusing solely on my objections to expanding our security network while ignoring what I said about the malus annexing Detroit would look like in hostile neighourhood, and that we already got a great deal with Detroit now.
You point to her trade network, but we already have access to that now. If anything, the key to securing that is to increase our local influence and tie down the ibasing rights we have.

Its why i saying spend points on infrastructure is more important than intergrating Detroit. If we take Detroit, and again, I think we SHOULD and its of net value, we need to reorient our APs accordingly because we now have to take care of any of Detroit potential problems too. My bandits and etc is me explaining why i will reorient said AP to focus more on the military . we taken on a larger security area and without security forces able to respond, disorder breeds disconent and future disorder. That was what happened to the British in their expansion in SEA. Piracy became a problem as economic and political pressures built up when they failed to extend security. Doesnt have to be their own failures too, as Chinese pirates were the result of Vietnam and poor Chinese fishermen alliance of convienence in the SCS.



Synergy wise, i prefer a strategy where Detroit and Toledro passes under our sphere of influence while we expand it by tying our neighours to us more closely. We allay anxiety about hostile neighourhood by not taking over Detroit and our citizenship issues, we smooth over potential looming threats by boosting political and economic ties, which will reduce further DC checks. We made it a legal requirement to feed our citizens, so, boosting farm production to fend off a potential food crisis maintains our domestic political legitimancy , gives us surplus that we can sell to others which incidentally, is how irrigation kingdoms tied neighbours to their political control. Economic growth and food security will smother local dissent and make unionist or Okhrana actions harder . My plan spends the point in nationalising refugees so we can put partial effort in addressing that problem, although bashing the fasicst is also good... If we can then spare the points later to address the citizenship issue. Which is unlikely.

Lastly, we now have aid from Detroit to push our infrastructure. We should take it , because even boosting our ability to project power on the Lake is important. We ran the Detroit campaign at the long tail end of our logistics, bribing locals with food and guns to give us basing rights. We need to improve this, so trade with Detroit gets better. Trade with the Midwest gets better. And movement equals military, as the British Raj learnt

A Broken Bear: Politics of the New California Republic

When the Pacific Republic capitulated to Russian backed forces, the Tsar was faced with the question of how exactly to deal with the territories of the former Republic. Ultimately, he decided that Russia did not have the resources to ensure control over the whole of the Republic's former expanse, and so the devastated Eastern portions were abandoned in favor of a Russian puppet state centered around California. Originally there were plans to establish an explicit Russian Protectorate of California, but they soon ran into a snag, that being the remnants of the Pacifican government. Still commanding a substantial military and not under actual occupation, Pacifican leaders refused initial attempts to establish an explicitly Californian state, insisting on the preservation of democracy and self-rule in California. Forced to compromise, the Russian government chose to allow the creation of a New California Republic as an unofficial puppet of the Empire, with the new Republic making heavy economic and political concessions of their own to the reality of Russian rule, but ultimately keeping their representative democracy. Nevertheless, the new republic soon found itself beset by a power struggle between its Russian overlords and native politicians over how much authority Moscow could exercise over the NCR. Within half a decade, the struggle had reached an equilibrium, creating a unique political dynamic that continues to this day.

The New California Republic is a presidential democracy with a bicameral legislature and presidency inspired by the former US federal government. The upper house, the Senate, is composed of 40 representatives elected for four years each, with a two term limit. It handles the ratification of treaties and appointments, as well as allowing or blocking the passage of bills made by the lower house, the Assembly. Composed of 90 members, the Assembly is elected for two years apiece with a three term limit, and it is the origin of most legislation. The executive branch is headed by the president, who alongside the power to veto bills also may make appointments and conduct diplomacy.

Unofficially, the President is supplemented and overshadowed by the Russian attache, who is capable of effectively vetoing all legislation or treaties, or forcing snap elections as they so please. These powers are used relatively sparingly, so as to maintain the figleaf of autonomy for the Republic and its citizens.

Nevertheless, Russia looms large over the New California Republic's politics, for while it is still a liberal democracy, all non-collaborationist parties, whether they be Socialists, American Restorationists, or Pacific Nationalists are banned. Of the remaining parties, there are three major parties allowed to compete in elections:
  • The Californian Patriot Party:
    • The rightmost political party of the Republic, they are proponents of social conservatism, tight budgets, and measured intervention in the economy. A focus on limiting foreign influence means that they support tight border controls and economic protectionism while also being the closest thing to an open critic of Russian influence in the collaborator state. Although they put in a respectable showing at the ballot box, they have yet to achieve a majority in the government, instead forming the previous government in a coalition with the Freedom Party. These guys are whom many closeted US nationalists vote for.
  • The Progressive Alliance of California:
    • A merger of the Greens and the Democratic Front, they are the largest party in New California and the current party of government. Economic policy is concentrated on protecting the environment and the creation of a welfare state to support a regulated market, while social policy is focused on protecting the rights of minorities from oppression. Russia is ignored in their public facing platform in favor of bread and butter issues that won't draw the ire of the Tsar.
  • The Freedom Party:
    • The party of California's oligarchs, they endorse lassiez-faire economics and relative social laxity. They support lax immigration policies and tolerance of the LGBT community, but are primarily concerned with making sure regulations are weak, taxes are low, and business is booming. They staunchly oppose resistance to Russian influence on the basis that trade with Russia is vital to their business and by extension, the economy as a whole. Probably the most pro-Russia party in the NCR.
Although the Friendship Association of California, an unabashedly collaborationist party which seeks further integration of California with Russia, technically qualifies as a political player, it lacks support outside of wingnuts aligned with Victoria or Russian emigres.

It should be noted that key figures in both the Progressive Alliance and Patriot Party have been secretly meeting for some time to plan a revolt to shake off the Russian yoke, and their actions are often coordinated in secret, unbeknownst to the public, who only see two rival parties, both composed of collaborators. As such, there are also a booming variety of illegal political organizations which promote a plethora of causes, of which the following are the most major:
  • The American Revival Society:
    • A mixture of political party and secret society, it is preparing for armed struggle against the collaborator government and the declaration of a new American Republic.
    • They have been emboldened by the victories of Chicago over Victoria, and their ranks now swell with eager patriots as they lay the groundwork for a Second War of Independence. They may soon send a representative to ally with Chicago as brothers in arms of the cause of Restoration.
    • Has connections with organized crime, specifically smuggling and gambling operations, through which they have obtained a steady flow of income and weaponry.
    • Furthermore, they have substantial presence in the Japanese colonies in Cascadia, where colonial authorities have been unable to root them out.

In the wake of Chicago's recent victory over Victoria, California grows increasingly restless, and it seems likely that the status quo of the past 30 years, no longer bolstered by the reputation of an invincible Russia cannot hold, and Californian politics is likely to see major upheavals before the decade is out, but only time will tell what shape those upheavals take. One thing is for sure though, if the Russians wish to keep their puppet, they will have to pay the price in blood. Either California will be free of Russian dominance, or she will perish in the attempt, for the people of the West Coast have had enough of foreign tyranny!

Outreach is nice, but very definitely not something we need to do now, when we need the AP for military rebuilding, local diplomacy, and integrating our close-by friends. Toledo and Detroit will not be so easy to get in as part of the CFC at any other time. Likewise, now is the time to reforge our army and reorganize. Both are narrow time windows that will not be available later, and we really need them.

The Libraries, Refugees, and Audrey's Network likewise decay fast. So grab them now. Same deal for the Antifacism.

Farming Equipment is nearly as vital, so I could see cutting back one on Libraries or Forging the Sword, but we need at least one in each to keep things moving.
This is an action plan that will alarm the shit out of our neighbors. We're annexing a few willing city-states, putting heavy resources into military upgrades, and making very limited or no efforts to foreign outreach.

Quite frankly, Military Training Reform WILL be available later. The DC may go up, but we had it as an option even before the war with Victoria when we didn't have the veterans we now have at all.

I do think we'll need a naval expansion very soon, even without annexing Detroit and Toledo, because we simply cannot afford not to include them within our security umbrella as allies even if we don't annex them. So the extended naval obligations are admittedly an issue; I was talking about this before the turn update.

However, that doesn't translate into us "needing" to pursue long-term semi-related actions like "build a whole rail network" before annexing Detroit or Toledo. We already have a quite good naval commerce route to Detroit and Toledo, one that will remain very important to the economy of the region even if we do set up highways or railroads out to them.

What we need, specifically, is a naval expansion. I'm hoping that's gated behind Forging the Sword, since our other action options seem to be very broad-spectrum 'expansion' pushes that while important, do not serve our immediate needs and are likely to drag down our economy more than we want in the next year or two.

This plan puts our free AP on actions calculated to grind out some of our weaknesses. We begin international and local diplomatic outreach, work towards ending Hostile Neighborhood, strive to crush the Unionists and end their distortion of our refugee naturalization policy, and try to finish the job of restoring the spy networks the assassin crippled and getting our full benefits from the Libraries national spirit.

This leaves us with a lot fewer troubles and lingering ailments next turn, positioning us to finish the job on Farming Equipment, Part 2, Forging the Sword and Outreach (important short-term goals albeit goals that can wait to be finished literally next turn). We have good chances of easier economic expansion from the Midwest Industrial Conference, and we will have resolved the main political obstacles to our annexation of Detroit and Toledo.

I believe that the really critical thing in this time of tension isn't to jump all-out for seizing some specific shiny thing "while we still can," it's to make sure we have a very strong foundation. Whether or not we seek peace with Victoria or just continue war-with-cease-fire with them, we're going to have a few turns of quiet out of them, and I want to spend Turns 5-8 or so with as few of our old game start maluses in play as possible.

This is the beefiest buildup plan, and unlike several of the other buildup plans it avoids much of the integration problems by dealing with Detroit + Toledo Simultaneously with the refugees. So, the idea here is that AP has always been linked to population and money. As such, The obvious methods to increase our AP are integration (especially wealthy detroit), a census to improve our taxation (reminder that this was a potential 3 cp bonus while at a discount), and getting the refugee integration on track because we've been regularly getting bonii from that. The main other thing this plan does is focus on the Outreach over local conference; I think that will be more effective once Detroit and Toledo are member states in full and people start to see the benefits they get from being member states. If people see that being a Commonwealth member really makes your economy boom, it's more likely that the local conference will take the form of people looking to join in on that success. This is combined with the fact that Outreach seems likely to give better results in the immediate aftermath of our win to make it the choice for the last free AP. Farming Equipment, Part 2 is critical in the future, but I think it's worth getting the industrial conference underway first and we've bought ourselves some time with Farming Equipment part 1. Similarly, Oil Extraction, Infrastructure Projects, Department of Education, and anti-fascist politics are very important for the future, but they won't directly increase our AP or take advantage of the short term situation in the way the actions here do.

This one is a bit of an approval voting plan. It's a little less AP beefy, but gets most of the same results while striking at the peace treaty option while the iron is hot and finishing up libraries.

  • The Freedom Party:
    • The party of California's oligarchs, they endorse lassiez-faire economics and relative social laxity. They support lax immigration policies and tolerance of the LGBT community, but are primarily concerned with making sure regulations are weak, taxes are low, and business is booming. They staunchly oppose resistance to Russian influence on the basis that trade with Russia is vital to their business and by extension, the economy as a whole. Probably the most pro-Russia party in the NCR.
...so the freedom party is the one LESS interested in freedom?

Although the Friendship Association of California, an unabashedly collaborationist party which seeks further integration of California with Russia, technically qualifies as a political player, it lacks support outside of wingnuts aligned with Victoria or Russian emigres.

  • National Rebirth:
    • A paramilitary far-right terrorist organization which seeks to end both Russian occupation and "leftist tyranny" in both California and the rest of America.
    • Has carried out numerous terror attacks under the command of their "Grand Leader", some with horrific casualty counts, against both governmental symbols and minority groups.
    • They have connections with the Unionists, but actively despise the other dissident movements, often attacking them as viciously as the collaborators.
these might become a problem in the future. One more reason to take the anti-fascists action at least before we "officially" contact California.

I do think we'll need a naval expansion very soon, even without annexing Detroit and Toledo, because we simply cannot afford not to include them within our security umbrella as allies even if we don't annex them. So the extended naval obligations are admittedly an issue; I was talking about this before the turn update.

However, that doesn't translate into us "needing" to pursue long-term semi-related actions like "build a whole rail network" before annexing Detroit or Toledo. We already have a quite good naval commerce route to Detroit and Toledo, one that will remain very important to the economy of the region even if we do set up highways or railroads out to them.

What we need, specifically, is a naval expansion. I'm hoping that's gated behind Forging the Sword, since our other action options seem to be very broad-spectrum 'expansion' pushes that while important, do not serve our immediate needs and are likely to drag down our economy more than we want in the next year or two.

This plan puts our free AP on actions calculated to grind out some of our weaknesses. We begin international and local diplomatic outreach, work towards ending Hostile Neighborhood, strive to crush the Unionists and end their distortion of our refugee naturalization policy, and try to finish the job of restoring the spy networks the assassin crippled and getting our full benefits from the Libraries national spirit.

This leaves us with a lot fewer troubles and lingering ailments next turn, positioning us to finish the job on Farming Equipment, Part 2, Forging the Sword and Outreach (important short-term goals albeit goals that can wait to be finished literally next turn). We have good chances of easier economic expansion from the Midwest Industrial Conference, and we will have resolved the main political obstacles to our annexation of Detroit and Toledo.

I believe that the really critical thing in this time of tension isn't to jump all-out for seizing some specific shiny thing "while we still can," it's to make sure we have a very strong foundation. Whether or not we seek peace with Victoria or just continue war-with-cease-fire with them, we're going to have a few turns of quiet out of them, and I want to spend Turns 5-8 or so with as few of our old game start maluses in play as possible.
Huh... To be honest, i thought that would be gated behind infrastructure but relooking the post, it seems its focuses primarily on rails.

Any clarification @PoptartProdigy ?

If naval commerce isnt under infrastructure, then yeah, i going to leave that for the future when the conference gives us DC bonuses.

If so, i adopt Plan Cleaning House , although i going to gamble that our Former success in library will carry over and we go the full hog in securing food production. So, 2 points farm and 1 point library... Hopefully, our dice roll wont be cursed again.
 
This thread moves really fast, so I haven't been keeping track of all the plans, but I did like the plan I made using @Pittauro 's analysis over here. I don't know if someone else made a very similar plan, but looking at the ones here right now it seems unique enough.
