I really hope that any perceptions of the Commonwealth becoming a Delian League, America style gets solved before Victoria starts hammering on that.

What's wrong with that perception? If anything I would think that would encourage more to join if they were worried about losing their independence entirely. Maybe that would make the Russians pay more attention to us but I suspect that they will keep using Victora as a proxy until they believe the state (or more importantly it's milliary) becomes non-viable to defeat us.

The Delian League was basically Athens acting like a proto-imperialist state. We don't want Chicago to act like that, it would drive potential members/allies away.

OOC: Given that religion is supposed to be a lot more important (to the point where a socialist theocracy was semi-seriously suggested), I think that a pro-Chicago religious message has been lacking. It may be because the idiom is unfamiliar to many here, so I decided to write one. I am reasonably satisfied, and if people like it I might do more.

@PoptartProdigy, I've been thinking - do the elites of Victoria live in modern luxury (likely provided by the Russians)? Or are they believers in retroculture? Alternatively the height of luxury within retroculture? Or is it a mix of all of those options?

If it were me I'd look at the lifestyles of Soviet and East German leaders. Surprisingly spartan by western standards. Given that a lot of modern amenities depend on modern infrastructure I'm not sure how much good a lot of modern toys would really be. So I would say modern (Russian supplied) medical care (which, lo and behold, are explicitly permitted by Rumfeld... go figure), combined with top of the line luxurious 1930s lifestyles.

Because, according to wikipedia, Major General used to be Sergeant Major General and then they dropped the sergeant bit, without changing anything else, which is why it no longer makes sense.

In addition to what has already been pointed out, the Victorian's had a golden opportunity to evacuate two divisions (Toledo and islands) while our forces were occupied chewing up the rest of their army. They instead chose to leave them out, including one on useless islands. If they weren't willing to evacuate non-disgraced divisions for virtually free, they won't be willing to pay for POWs.

But hasn't their Navy been crippled? They may not have had the boats to help them escape - or didn't have faith they would have made it past our Navy.
 
I thought those ships were filled with equipment and supplies to relieve the frontlines? Maybe I'm getting events mixed up.
 
The first batch they sent during the stormy weather was.
Then they tried the suicide gambit that failed miserably because the civilians they impressed to carry it out weren't on board with dying for Victoria's glory.

I think that's another issue with Karlford Doctrine that's not brought up as often - their plans always focus around attacking the enemy even when their are higher priorities like tactical retreats or in this case ironically enough the need to reposition.

1) Saluted by a higher ranking officer.
2) Saluted by an officer outside of her chain of command.
3) Saluted by somebody she expected to be wary/see her as a reluctant ally.

Or combinations thereof. There's more reasons that sexism.
She was saluted by a lower-ranking officer. A Major General (once Sergeant Major General) commands a division in the modern world. A Lieutenant General commands a corps, which is comprised of divisions. She was surprised because she's become used to having to politely pretend that she doesn't exist when foreign military personnel come around (Victoria knows about her, but hasn't cared as long as her boss doesn't flaunt her) and because she frankly was not even half-expecting the Commonwealth to give her allied rank courtesies.

As others have noted, a Major General is only a two-star to a Lieutenant's three. Furthermore, an MG commands a division. Schultz has been a Major General ever since Burns stepped up.

And yes, typo. An earlier draft had her as Cara Schultz, and I planned in doing a thing with her and your Schultz snarking at each other over it. Then I realized that a) I already do this with the Saras, and b) writing a conversation where both participants share a surname and need to have their multisyllabic titles spelled out in two-word full every time in order to be distinguishable, all while using given names would be inappropriate for the context, was a horrible pain in my ass.

Always worth remembering that there are significant and motivated religious populations in the Commonwealth. Hell, y'all have coalitioned with the CDP! Canon. Threadmark when I get the chance.

They certainly live in the lap of luxury, but not fully modern luxury. They purchase their luxury themselves, with tax money. They have certain modern amenities as required to coordinate with and obey their masters, but they are otherwise relatively recognizable to their subjects as Victorians.

They might still have thought they could win. Reality might only now be setting in.

I am referring to the suicide bomb set, not the first set.

At that point they had-

Retreated across the river that they spent so much blood to acquire.
Opted to send their tanks away on a suicide mission.
Stopped attacking, which is the cornerstone of Victorian Victory conditions.
Opted to suicide bomb their ships, rather than transport the island troops to try to help in the attack.

None of these actions are remotely consistent with a force that thinks it is going to win.
