There are two conflicting definitions to work with here, 15% chance of activation and DC 15, both of which have been used to describe the activation threshold for Overly emotional.
If the DC (Difficulty class) is 15, then if we're going with the definition used by table top roleplay games such D&D, the roll must either meet or exceed the DC threshold. It does here, so the roll would pass.
On the other hand, if it's a fifteen percent activation chance, then a 15 would still acticate it, as percentile dice roll 1 to 100 not 0 to 99. By this ruling the roll has failed.
Side question, do we have +4 intrigue total due to the blossoming heart glasses TM, or do they not count right now?

Go as Usagi to try and find more evidence of what is going on
Usagi leans back in her seat on the bus, head laid back and eyes closed as she tries to do everything she can to keep as much of the light from reaching her as possible.
Anything she can try and do to keep her headache from getting worse.
The bus rumbling on seems to take ever so long to reach her school's stop. From there, she drops down into the seat at the bus stop. Thankfully, she doesn't need to move much at all until the next bus arrives.
This gives the girl nearly ten minutes of sitting in silence, with her eyes closed tight, not moving an inch. It does wonders for the pain still throbbing in her head. So when the bus finally arrives, the girl is able to pull herself to her feet, one hand rubbing at her brow before hopping up the steps onto the bus.
Finally, after another short bus ride, the girl stumbles down off the bus onto her home street. Then, less than a dozen feet from where she starts, a voice calls out. "Usagi!" Luna says from atop one of the walls. "There you are. Where have you been? Didn't your Cram School end nearly an hour and a half ago?"
"That's not a very nice thing to..." Luna says as she drops down from the wall onto Usagi's shoulder. The cat's words come to an abrupt stop, Luna blinking in confusion. "Why do you smell like..."
"Cram School's evil," Usagi repeats as if that explains everything. "Dunno if I broke something, But," The girl stops, a hand coming up to cup her mouth. "I think I got... something put in me that isn't supposed to be put in me."
"You smell almost like a Youma, Usagi." The cat confirms, causing Usagi to slowly groan.
"Can we talk about this tomorrow morning?" Usagi asks. "My head hurts so much right now, and I'm already going to have to explain... something to Mom and Dad for why I'm running late."
Luna sighs, but after a moment of looking at the girl she nods. "We're going to need to talk about your plan for dealing with this, but it can wait."
"Thanks..." Usagi says with a groan, rubbing at her temples with the palms of her hands. "I... have an idea... but I don't wanna." Slowly shaking her head, she looks to the cat again. "In the morning."

The next morning, Usagi slowly blinks open her eyes. She looks up at the ceiling for a long moment, before sighing. God... she doesn't want to get up.
The girl glances over at the clock next to her bed.
It's only barely six. She could easily roll back over and go back to sleep. She has the time.
Nodding to herself, the girl rolls back over, pulling the cover back over her head.

With a long groan, the girl pushes the comforter off of her. She would love to go back to sleep, but every time she closes her eyes, she is there again - Sitting in front of that computer.
She... She survived whatever the Dark Kingdom tried to do to her. But...
Would other people survive that? Would regular humans be able to handle all that... Life Energy or whatever it was pouring through their bodies?
Usagi has a very horrible feeling that the answer to that question would be a solid No.
Sliding out of bed, the girl quickly starts to get dressed, before opening the window. Luna leaps over from the tree outside of Usagi's window landing in the girl's room.
"So," Luna says, sitting down across from Usagi, a sharp look in her eye. "Last night, you smelled almost like a Youma. Explain." Her tone brooks no argument.
"First-" Luna starts to open her mouth, but Usagi holds up a hand. "On the way to the Crystal Seminar, the Cram School my parents signed me up for, I run into Ami. She's a girl from my school that I've run into a couple of times, particularly when I tried to find any of the Senshi. I was curious, so I looked at her heart flower with the glasses. It was a flower, with the petals being made literally of ice."
Luna looked oddly at Usagi when she mentions this. "Usagi there aren't any flowers like that anywhere on earth."
"Exactly." Usagi replies with a smug grin. "Just like there aren't any flowers like the one inside of my heart on Earth. it is a flower native to the moon. I was already wondering if me running into her was a coincidence or something more - But she was able to tell that something happened when I looked at her heart flower. On top of that, she noticed the magical field that we entered the moment we crossed the Property Line of the Crystal Seminar. A Cram school that was built in less than a month and is already starting classes."
Luna perks up when Usagi mentions the magical field. "There is something going on at my Cram School, and I am pretty sure it's evil too."
"So why didn't you just transform into Sailor Moon?" Luna asks.
"I... I wanted to." Usagi says after a moment. "But at first all I knew was that it was magic, and that shop was magic, but the old man wasn't evil... I think. Then... I..." Usagi pauses, a forlorn look on her face as she sighs, shaking her head. "I honestly don't remember much of anything from the Computer Class I went to that day. Just... Just waking up hours later with the ability to write and code and use a computer, and being so nauseous that I could barely stand." Usagi shudders, rubbing at her arms for a moment like she was freezing cold. "When I started digging into the computer's code, I was able to tell that it was doing... something to all the other computers there, and that my computer was the center of it all."
Usagi goes very quiet. "No one came to grab me, or wake me up when classes ended. I... don't think that I was supposed to survive that class. I think I was supposed to die as part of whatever the Crystal Seminar is doing."

"I want to rush in there, I want to smash the place up. But this... This is probably the work of the Dark Kingdom. I..." Usagi takes a deep breath. "I can't risk innocents getting hurt. I can't rush into this. Not without knowing more. We need to be patient, and do this right."

Those were the last words exchanged between Ami and the strange Blonde girl who she... Was Usagi a friend? Ami didn't rightly know, and at this point, she guesses that it really doesn't matter. Ami, as always was the first to complete her work for the day, even when she chose not to use the headache-inducing Crystal Disk that the school was known for.
That combined with the fact that Usagi was the only girl around who would honestly talk with her meant that Ami was the first girl out of the door.
Usagi wasn't the second or the third... Or even the fiftieth.

At no point did Usagi ever leave the Crystal Seminar. Ami isn't sure what that means, but she is sure that Usagi was nervous about something when all of this was beginning.
And now that Ami is starting to think about it... Usagi was in the same class as a bunch of those kids who suddenly went delinquent for a few days a week ago.

Shaking her head, Ami starts getting ready for her day. She isn't sure what is going on... but it seems that she might need to keep an eye out for anything strange happening at the Crystal Seminar.

You know, it says chance of irritating her parents for yelling to be let in, but I have to wonder what they expected her to do.
Which means they locked her out to know when she got back, so they are already irritated and in need of placating, which in turn means that sneaking into her room to avoid this will actually make her parents 'more' upset along with the risks the other options come with.
In other words, IT'S A TRAP!

I am so mad that the mom locked Usagi out like that. She was at cram school and came home with a serious headache! She wasn't messing around at the arcade or anything. And it wasn't even that late!

it's been a long time, and I only ever really watched the first few episodes (and a few random ones after that), but I think she mostly refused to use it in the show as well, and the youma basically forced her/insisted that she should use it soon before the reveal.

actually the whole situation coming home is a bit odd.
I mean first of all, how late is it? if it still early in the evening, they can be just waiting inside for her to knock so yelling could be a over reaction. But if its really late, how are they not up with worry? do they think she silently came into the house and straight to bed?
lastly can luna open doors? because if they're asleep, i would suggest luna sneaking into the house from her room and opening the front door for usagi.
