In fairness, no one, but the Silver Millennium seems to have been pretty Senshi-centric, so there's no reason to assume they did it without a good reason to think otherwise. Parsimony suggests that the Pretty Cures were developed by the people known to use Pretty Cures.

I think clearing Confused is going to be quite difficult, among other things because Luna has only patchy memories of the things that need correction and because Sailor Mercury has a lot else she could/should be doing.In the meanwhile, there is also starting the effort to rid Jupiter of that Confused trait and continue working on Moon. She is at 2 of 5 for Lazy, so presumably some more diligence in studying and hopefully devising some sort of suitable exercise regimen and ensuring that she adheres to it will purge Lazy relatively soon.

I want to say its time wibbly-wobbly stuff, but I know a bunch of teams, including the OG girls we have right now, team up to take out a monster in the middle of a destroyed city....Um, how many of these Pretty Cures are going to be in play at one time in this timeline? Because once we start transitioning to Nation-level, that many super-soldiers are enough to make a faction...or a significant opposition if they decide they don't like our manifesto.
