While the odds are slim, it seems like Usagi could cap out on it, and thus the boost would be wasted for a week.
Anyone could cap out on it in the first week of a two-week turn; it's just a question of
which turn, so I wouldn't consider that a clincher. But I do agree that Naru needs it more.
She has the lowest Learning of the group.
That's not a bad argument, especially since she
does practice quite a bit of magic in the background.
But there is also the fact that Rei is needs to be able to tackle any field as well as Usagi does.
Not necessarily. Arguably, given the way Rei's special action works, it may be just as well if she has distinct specializations that
don't strictly overlap with Usagi's specializations.
Consider the three characters capable of taking National actions, based on our current dynamics.
Rei's statline is Diplomacy 9, Martial 24, Stewardship 15, Intrigue 8, Learning 11.
Usagi's statline is Diplomacy 23, Martial 21, Stewardship 13, Intrigue 6, Learning 18.
Minako's statline is Diplomacy 11, Martial 24, Stewardship 2, Intrigue 12, Learning 4. (Yeah, she's kinda monofocused)
Rei is noticeably better than us at pure Martial/Stewardship/Intrigue actions, by a margin of +2 or +3 points, so it makes by far the most sense to assign her to those areas and gain a free action in one of those areas.
Minako is noticeably better than Usagi in Martial and
dramatically better in Intrigue (twelve versus six), while being merely OK in Diplomacy and absolutely pants at everything else. Here, too, it makes sense to assign her to actions in her areas of strength.
But trying to push Rei's Learning up towards 18 (!) so she can do as well on a Learning action as Usagi could strikes me as a bit of a losing proposition, especially since Usagi's own Learning score is not necessarily a stationary target. There will nearly always be
something more productive for Rei to do in one of the categories where she already has comparative advantage, and the same goes for Minako, especially given that for the foreseeable future, there will be a constant stream of "Search for ____" Intrigue actions and Usagi is actively bad at those.

Minako: "Sheesh, it's almost like you didn't spend evenings for months on end compulsively patrolling the city skyline in search of anything whatsoever that might be amiss!"

Ami currently has the Magical Toy equipped, which she has mastered.
So I'm gonna stick a minivote here
Who gets the Magic Toy which has a cumulative 33% chance of increasing Learning by 1 up to a base of 12 every week? Whoever gets it will get that roll for both of this turn's weeks.

Naru is much more dependent on her abilities as a combat sorceress than the Senshi, and in the future may
use those abilities much more than Luna usually does. OOC, we know Alice is destined to become a Pretty Cure, but then she too will have physical enhancement and special magical attacks (well, defenses) to fall back on.

I imagine Moon Crystal Power Bobs would be black and white and would look Luna and Artemis inspired. Still ovoid with two legs and single eye, but with cat eyes and moon symbol above the eye. Possibly tail.
And by the time we manage to knit together one that's capable of holding up adequately against minimum plausible relevant threats, given how
copious our free time is, it'll be ready to give to Chibiusa for her umpty-umpth birthday party as a pet!
...Come to think of it, that could unironically become Luna-P's combat mode. Because Chibiusa
is from far enough in the future that Usagi could conceivably have had time to chain-summon, assemble, balance, and calibrate a Thingamabob.
If she decided to take up a fiddly and delicate form of thaumaturgical Lego-building as a hobby.
Then again, I'm not sure whether Chibiusa would be up to the task of fixing her Thingamabob if it got forcibly discorporated, although that doesn't make the 'Bob swarm suffer so much as it makes them intangible and sulky.
