Dude we can vote for Dreaming Moon regardless, all this would mean is that Mother Moon might be one of the available options for the capstone Moon quest

You joke, but I sincerely wish people thought like that. Trying to slot things into our schedule inherently means less room for other things. I would rather have extra social time for Ling QI then slotting extra peripherals like Ice Archery (or, for that matter, Stealth), so I'm voting for the family time option. If you would rather have a peripheral skill, you should either be voting for Status Quo or thinking long and hard about what other ability you plan to cut to make room.

That would be ridiculous. We're currently caring for our family more than we ever did before, and we still got Mother Moon as an option last time.

Edit: Didn't see the /s but my point still stands in case anyone takes your post seriously.

To hell with "optimal", we should pick the Moon quest that we like not because it's "more optimal"

I don't mean optimal in terms of just power. Mother Moon would make more sense from a character perspective as well if we picked family now. I wish we had picked Dreaming Moon last time (it was the best time to do it character-wise) but I still want to pick it up now if we can.

It is a very bad idea to make long-term decisions (e.g. Domain Insights, Spirit Patron, etc.) based on short-term concerns like immediate cultivation efficiency.

If we think that Mother Moon is "optimal" in that it earnestly defines who we want to be, that is fine; if we think it is "optimal" because it gives better cultivation bonuses, we should be looking for other reasons.
 
Based upon the expectations of Shenhua not expecting the impossible yet I'm not seeing how crunch time will improve after the Sect so if not now when?

Also Dreaming Moon is what I'll be voting for regardless of the option that wins here as it is simply more thematically appropriate for Ling Qi imo.

We picked New Moon for Xin and it was really sweet. That means there's precedent in picking Dreaming Moon for Sixiang which is also more justified since we're actually bound to the spirit and how much closer we're growing.

Roiling Forest Regrowth: B
A technique arising from Zhengui's frustration at foes avoiding him to strike at Ling Qi. Zhengui throws a huge quantity of Qi into the earth beneath his feet, until grasping twining roots are erupting from every inch of earth within Close Range. These roots twine together to form walls, grab at limbs and otherwise make themselves impossible to ignore. Enemies striking at targets other than Zhengui have their speed, combat perception, Physical Hit and Penetration penalized. Effects with multiple targets are not penalized if they include at least half of the affected area in their range. While these roots can be destroyed so long as the technique is active they regrow too quickly for this to be effective. This technique lasts a short time.

Vengeful Serpent's Fangs: D
When an enemy strikes at one of Zhengui's allies within Near range, they open themselves to a counterstrike. Zhengui receives a large bonus to hit for this attack, and deals damage via his Zhen Bite attack, with an additional E rank poison which repeats for a short time thereafter.

Roiling Forest Regrowth and Vengeful Serpent's Fangs will be very useful. Ashfall also doesn't affect Hanyi but Volcanic Stone Shell and Rebirth Inferno seem to.

We now suck enough at stealth that Zhengui, using Innocuous Hill, is as sneaky as we are before our own techniques and Appraisal reduction. Of course, we're waiting on a stealth insight to break in to B, but that just highlights that a magic tortoise-hill compares on the same tier as a Ling Qi right now.
