The really important thing is that Meng Duyi's boost to the cultivation rolls means that we are much more likely to get that initial Cultivation manpower to fill out our walls and get the Defense/Happiness boost. And with that boost - we can have both either Iron & Silver Mines, or Field Expansions + one of the Mines, without imperiling protection even while the war's going and all our heroes are away.

We could also go full greed and get the grotto outpost, but we just had a whole lesson on greed so probably not for a bit.
 
It's also important to remember that the resource numbers on things are kind of mechanically meaningless. Yes, boats and forestry are the best return on manpower we can get, but they're also completely irrelevant. If we had to rely on what we produce we'd be unable to do anything. In the current term, our income is entirely based on hitting up Renxiang's allowance every few months. Shenglu produces essentially nothing. This is why I favour RP decisions over numbers.

Cai Renxiang has hinted at the Saline Grotto in the past, suggesting it is something we should focus on.
Field Expansions will put us one step closer to developing a shrine of Bountiful Earth and raise our manpower. While also narrativly making sense to try and expand the area of agriculture.

Most importantly though.....This is Ling Qi's settlement. What would a Ling Qi settlement be without Tribulation? We MUST take these! For the sake of giving our populace a chance at tribulation so they may grow and become mighty~
 
It's not like our townsfolk are suffering from tuberculosis from extremely unbalanced diets.
We aren't producing nearly enough to export, but no one is going hungry or lacking vegetables on their plate.
So maximizing the Ag we generate with Boats, and their Fishery Specialization, is the best approach to feed a larger population.

On one hand, sure. On the other, it's likely that the contribution of Renxiang's allowance is likely to eventually be impacted by how well Shenglu is perceived to be doing. If we appear to make no steps towards sustainability and growth independent of that allowance, I suspect there will be consequences to it.

And thus the RP solution is to make a sustainable and happy village.

Oh absolutely. But things like "actually having infrastructure and tools" is important to that. This is why we should trying be get all of our fundamentals sorted qualitatively, and not just trying to min-max our numbers or max out our temples.

This is why I'm arguing that, despite how much I want it and despite how good their numbers are, boats probably aren't a priority right now. Our fish supplies and Lake relations are in a good spot right now. They're doing what they need to do. The same cannot be said of a lot of the rest of our infrastructure. Our farms are barely providing anything. We don't have a mill. We don't have metalworking. We haven't yet sorted out our relations with the surrounding forests and beasts like we have the Lake. Then we need to get started on our cultivation economy.

This is arguably the best choice mechanically… had we not the ability to access Cai Renxiang's allowance, and while with the allowance going for more exotic projects is mechanically better, we were told that our inconventional spending has already drawn some negative attention. I think showing that we actually are aiming for independence and efficiency midterm should do a lot to quell such concerns.
This said, a recruitment drive is arguably even better.

While I agree on the metalworking front, I disagree on the rest. Our fields are providing some food, just a bit above breaking even. Are they as good as the fishery? No. But they don't need to be and never will. We are a tundra settlement near a lake full of fish. Its obvious fishing will be more dominant than farming. Its not like all our agriculture comes from the fishery, and a good settlement is one using the resources available.
As for lumber, while I agree that it's good for the future, it's not as urgent for good development. For one, lumber is probably the easiest thing to export from the Emerald seas- it's a massive forest after all. And ensuring agricultural surplus means food security that's worth more than the timber for now. We should probably do it next turn.

At the end of the day, this is a story, so the narrative choice works best. I want Snow blossom to be sustainable, not in a weird top heavy balance.

We've already invested resources in having cultivation resources from agriculture, so better to actually expand on it.

I actually see this as a minus. I think it's better to tackle all our low hanging fruit right now so that we can focus on all the cool stuff without fear of forgetting them.

We've already seen stuff like that with our cultivation arts. That was fine though, because cultivation is explicitly like that. Snow blossom though, is a fledgling town. So we'll need everything to give it a strong foundation to grow into a city.

Forestry is good, I agree, but Iron Mining feels like something we want to get rolling sooner rather than later, wood and iron are the two remaining building blocks of society we don't have--and I don't think the defense malus will hit us until the expansion is done? We've got time enough to get that cultpop.
 
My priority is Fields Infrastructure first just from a timing perspective. We're entering spring, so this is when we want to acquire all that equipment etc. so people can make use of it as they go to plant the fields. This is when we should be doing that. Beyond that I think we just want one of the other fundamentals - either Forestry, Iron Mining, or Boats if we have to (we are admittedly kind of forced towards it just because it increases permanent manpower too).

Forestry also has the advantage that it'll make Renxiang happy since she doesn't like people just cutting down trees in an unorganised and unregulated manner lol
This is actually a part of why I want forestry - less the Renxiang being unhappy part and more that I actually want to put our forestry in order before unregulated wood cutting can actually cause some problems - like angering some forest spirits.

Also, if we want a sawmill that's apparently past the lumberyard. Given the amojnt of building we're doing and our love of boats I think we probably do want a sawmill, so that's another reason for forestry.
