Note for anyone still voting for Plan: One Cod Two Cod, Red God Blue God it's a bad plan and we've dropped it. There was a typo in our materials in the fief tab, and we need to do cai wealth this turn if we want to have enough materials to do anything next turn.

I want to maximize the cultivator gacha, and for narrative reasons it flows nicely to focus entirely on the lake this turn.

Looks like cai wealth is necesary either way.
And getting the Boiling Deep Shrine is not only a big deal for the sake of fun story significance but also the additional slot to cultivator manpower. The curious potential for 'changes to boiling deep' effect sounds interesting.

In the end im one way or another one the third option, so i'll just toss my vote at either the Hamlet Forestry for the little agriculture upgrade and hopes that the hunter shrine produces some sweet options when it pops up....
Or Snowblossom Shrine to increase our odds of getting additional cultivators because it will make a significant difference if we can get our hands on one...

Really wanting to do cliff roads one of these days as im pretty confident it will unlock some very interesting options. Not just the shrine but the wild possibility of setting up argent vents. I see poor odds of it winning this go around though, so i'll bring it up again another time.

Cliff roads is very much our longer term expansion option. Cuts a lot into defense, and requires us to push out a lot further.

Also, I suspect cliff road will unlock a military outpost near the cathedral of winds... Which would mean even more cuts in our defense. However, I suspect it will also unlock stuff for Shenglu itself (notably, I wouldn't be surprised if it's required to expand the administration center latter on).

tbh I'm not sure if we can expand admin anymore while we're still at the hamlet stage. Heck, I'm pretty sure that we've already got substantially more admin than the average village.

Hence the "latter on". I very much doubt we'll be able to expand this before we reach village stage, at the very least.
