Cultivator ManPower is the top priority for me. It's a complete game changer.
It's not only that some buildings requite mandatory CMP, like the Dream Mist collection, or that buildings like the Walls have extra features that only activate when staffed with CMP.
It's the double bonus to Admin and Happiness when CMP is assigned to normal facilities (and triple Ag and Mat!). That's something huge that would make it so much easier to hit the discount project cost multipler from high Adm and the effective Manpower multiplier from high Happiness.
That would do a lot to allevieate our dependency on Cai Wealth.

To put it to simple terms, we can't have enough CMP, even if we don't have so many CMP-only slots.
Since the CMP capacity has a hard cap based on MP capacity (a fifth, to be precise), that means we can currently have 3 CMP at most.

So, until we hit that limit, increasing our CMP is my top priority. That means double Shrine.

Snowblossom gives us another 5%, pushing us up to 20%. 1 in a 5 chance instead of 1 in a 7.
Boiling increases the CMP capacity to 2. That wouldn't be necessary until we get the first CMP, but it takes 2 months to complete. In the case we get lucky that would be 3 months (since we'd need to wait a month to start) until we have a empty CMP slot. Missing 2-3 CMP rolls is way too wasteful.

We are actually 0'5 Mat away of being able to do Double Shrine + Boats this turn. Such a shame.
Those 3 projects cost 95 Mat (20 + 25 + 50) leaving us at 4'5. Next turn we would gain 5, so we would have 9'5 Mat available.

If next turn we did Cai Wealth and Bai Soil Studies, none of those two cost ant Mat.
Then we could do Pop Drive (or Jadehelm Carver) that costs 10 Mat. We want more MP, so Pop Drive is also a project we want.

So, yeah, 0'5 Mat from my ideal plan: Double Shrine + Boats --> Cai Wealth + Bai Studies + Pop Drive

So I will go for the second best option

I would like to note when the rolls happen, if my potentially earned Omake Points will help produce a positive result with either or both rolls, I would like to spend those. Will likely be working when rolling happens, and whether we get CMP or not, or what our Harmonious Water's bonus turns out as is something I value.

As someone who is pro-DEF I do prioritize CMP over a mining improvement.

If I am somehow mistaken on the exact nature of these points, clarification would be great.
Heyo, these particular rolls don't use omake point bonuses, those are for rolls that come up in the story ala the success rolls in the summit and on certain other exploration related things, so don't worry about it right now!

That said, yeah can I get the cultivation pop roll? you're aiming for 85+

I don't understand why there is a rush to complete the Boiling Deep Shrine Foundation when we can always Call on Cai clan wealth and complete it within one month when we actually reach the CMP cap. I am especially confused by the plans, which include the Boiling Deep Shrine and exclude the Snowblossom Shrine.

The winning plan should include Snowblossom Shrine (to increase CMP chances) and Call on Cai clan wealth (to have enough materials next month). The only question is the third project.

If we want to boost CMP chances even further, we need more (non-Boiling Deep) shrines. We only know about Cathedral of Winds (unlocks after Cliff Roads) and Hunter's Shrine (unlocks after Forestry). My guess is that Hunter's Shrine would increase defences while the Cathedral of Winds would activate the mechanic discussed some time ago on Discord, where the CMP chances would increase after each unsuccessful CMP roll (maybe Cathedral's music can lure cultivators like a siren song?). However, that's just a guess, and perhaps risking 0.2 wealth upkeep would not be worth it.

If it's not an investment into unlocking more shrine development next turn, the third project could be Fishing Boat Construction to increase productivity and manpower.

I think pairing the two fishing actions is a good combo, and does a good job immediately after we had our first formal ceremony of reinforcing our relationship with the Lake Soul. Good manners.
 
It's valid, but since it leaves us with less than 10 materials next turn, we'd be very limited on what our next fief vote could be. We've exactly two actions that don't require at least 10 mats: Call On Cai Wealth and Bai Clan Soil Studies.

Which is why I want to put 1 more MP on the mines. Then we would start next turn with more than 10 Mat.
So next turn we would have to take Cai Wealth, Bai Soil and Pop Drive.
All of them good projects we would want to do any way.

Because spending 1 project slot just to reduce Boiling from 2 months to 1 is a complete waste. We wouldn't even gaining any months, instead doing Boiling's 2 months on the same turn.

Maybe we can shop in Xiangmen for defensive talismans or CMP directly. This plan gives us the best shot of acquiring the pieces we need to have in place ASAP. I agree with the sentiment that we should have one CMP slot available to fill as often as possible as well.

I don't see the point in any Rush on the Boiling Deeps, since Resources are almost always a better use of Cai Wealth. We have no projects that are three months or longer right now, and I feel any two month stuff is acceptable with the three project slots available.

If Boiling Deeps has a next stage with a boost on the roll we can do, that should make the docket next plan. If that takes over two months, deploy the Rush then and do Boats or something else additional.
 
I like this idea even if I suspect we'd have decent odds of getting a non-hostile spy. There have got to be some recruitment options involving cultivators that want to have a house in the country and enjoy some sunlight.

More like a commoner cultivator looking for opportunities to rise, since in a brand-new fief, there's likely to be more opportunities to expand your wealth. (and I mean legitimately here, not corruption, though obviously that's always a threat)

Particularly since we already have five cultivation reagents known to exist on our lands that will be developed sooner or later (the Clearwater Mist, the Chilligrasp Clay, the Jadehelm Catfish, the Chthonic Lead and the Shining Air) and there's plenty of reason to suspect there's more we haven't found yet.
