Hot Springs! Think of all the barely clothed guy hijinks that could happen!

That is why I left it ambiguous how big each plot is, since I do not actually know al of the appropriate square footage :p

and yes, grounds is meant to include all of the non field stuff a farm needs
Depends in part on what they're growing and how advanced the tech is.

...though if you really want to know about this stuff, A Collection of Unmitigated Pedantry has a lot of good insight into the historical form of this and many other things.

The vote is so lopsided...why not vote for this, lol.

I would assume they started with making the buildings, then did one field, then another, then a third, and will keep making more fields from here on out making the amount of land spent on not fields proportionally less and less over time.

I feel like people are badly underestimating cold snaps.

This one is difficult, but I'm leaning more towards the hot springs because diseases feels like a greater challenge, especially in a new settlement.

minor cold snaps are actually beneficial (heck, even outright desired at times) when harvesting specific crops. Along with wanting to dabble in winter harvests, I also don't want to risk the loss of the "snow" part of snowblossom.

Minor cold snaps are a thing that happens in temperate climes as winter approaches. 'Minor' cold snaps are a thing that occurs in high mountain valleys that barely melt in high summer, adjacent to glaciers that have never ever melted, close enough to the poles that even without altitude it would be chilly most of the year.

Ling Qi coughed awkwardly into her hand glancing to the gathered scholars, none of whom were quite meeting her eye. "...He's been arguing about this for some time, hasn't he."
In the future Ling Clan Libraries:
Of Two Great Minds. Inspired by observing the great ancestor Zhengui this philosophical art uses our clan's specialty in dreams and perceptions to temporarily split the user's mind. This art is best used in a safe and stable area so that one can debate oneself on a matter of deep internal conflict. While it is possible to damage one's mind if used incorrectly this art has been used to great effect to fully explore ideas and philosophies that one can not seek counsel in.

I was checking the Fief page for the upcoming vote and it seems Yrs has updated the options (or I have a pretty poor memory).

These are the changes I noticed:

More details on the Granary. It increases Happiness and Administration at the cost of a bit of Wealth,
Adds permanent manpower, and halves the loss of Famine events (including coldsnaps?).
The development is capped until Hamlet.
Centralized storage facility for harvests, protected from the elements, vermin and spirits of sickness.

Cost: Agriculture 25, Material 15
1 Month
Manpower Slots 0/1
Upkeep: 0.1 Wealth
Production: +5 Happiness, +5 Administration.

Special: Halves Agriculture Loss of Famine related negative events. Adds 1 permanent manpower

Unlocks: Hamlet granary at Hamlet Level

A new project to aquire livestock, minor event included (will Yu Nuan and Luo appear here?).
Adds 1 manpower and we get to choose the livestock we receive.
A tough decision. We have to choose a type that gives good benefits but isn't too cute so we don't get attached.
Pastures added to the Fields, and a central pasture for holding seed population of herds

Cost: Agriculture 15, Material 25
1 Month
Manpower Slots 0/3
Production: Determined by event

Special: Triggers Minor Event determining type of livestock chosen first, with additional effects. +1 Permanent Manpower)

The Fishing Docks project has an important addition.
It's now the project to unlock further interaction with the Snowblossom Lake Spirit. These talks, obviously, will be entirely centered about how nice it feels to give Zhengui headpats, so they are of the utmost importance.

A small dock and simple processing facilities to support the settlements fishermen.
Cost 20 Agriculture, 10 material
1 Month
Increases Fishery Output by .25 per manpower. Unlocks Snowblossom Meditations Project

Unlocks: Fishing Boats
Facilities to construct single person vessels and larger nets, improving output further, and granting additional permanent manpower

I think that's all. Unless I had missed something or Yrs adds something more.
The plan was to start the Administration Center now to reach Hamlet at its completion. I would venture most of thread will still agree with that.
So the question will be the order in which we do the other projects in the 5 months it takes to be finished.

I was thinking something like
Granary -> Docks -> Meditations -> Livestock -> Quarry

To have a place to actually store our food in seems more important that marginally increase it's production. Though the Snowblossom Meditations Project changes things, I would rather not unlock it while we are in the middle of the Summit.
If we start Docks next turn, we can do Meditations after the Summit is over together with Spirit Seeker.

In the same way, I think it would be best to bring Livestock only once we have furthered our relationship with Snowblossom. Bringing foreign spirit beasts to settle around the lake, even low-cultivation seed population, seems disruptive enough that we should discuss it with Snowblossom beforehand.

Quarry is the last one, so we can start having at least some source of materials, even if it's just the barest one. Though this is the most likely to be replaced, especially depending on the projects the Livestock may unlock.

That would be the general idea. Thoughts?

My only contribution is that we should probably wait to build the administrative building/mansion until we get that song and wind wood delivered.

No need. That wood is to unlock a special resolution to the Cathedral situation, building a musical shrine-gate to seal the underground leakage or something to that effect.
It won't be used in the construction of the Manor.

Phase 1: Acquire hot springs
Phase 2: ?
Phase 3: Profit

Am I missing something here? It doesn't seem clear which one is which. Zhen wants to spread it through the earth, to benefit the fields and defend against cold. Gui wants wells instead for a disease defence.

But they both boost agriculture the same amount, when it sounded like Zhen's would be the one to do that. Earth-glittering pools sounds like Gui's idea, but that one has the cold defence, not the disease defence.

I think yrs thought he could sneak it in to ease the next vote :D

I'd say the quarry should be the fist thing we do, mostly because I'd like to mitigate the fact that we're bleeding ressources currently, and the 1 Material we're getting from the outpost itself isn't helping that much. Quarry, livestock, and in a lesser way granary compete for the last 4 worker slots we have, ad I think I'd prefer to continue upgrading the lake's efficiency over opening more slots producing Agriculture right now, so... yeah, I'd say quarry -> docks -> tiny quarry -> Granary

Gui's idea keeps the heat and the power concentrated in the waters and the wells, and the healthier water helps against sickness
Zhen's idea spreads the heat in the earth, making it harder for homes and field to cool down enough to be dangerous for people.
