It was introduced in 1966, and was used extensively by the CIA, US military and was considered one of the best spy planes ever designed.

It's totally possible. In fact, is probably what happened.

Also for good measure, the thing was based in Okinawa and from '68 to '70 did a lot of recon of North Vietnam.

Nope. To make the Iron Tigers work, you need these things:
(Nazi)Electronics - Make the Mech move without the pilot physically pulling/moving it.
Nazi Fuel - Needs the right blend to get the energy/weight ratio right.
Nazi Armor - Ultralight armor that enables you to make it viable, as you'd need to tripple the weight with conventional 1970's armor.
Nazi-Engine - Uses the fuel to get the max amount of energy out.
You are the only one that has all three parts that are horrifically dificult to replicate, along with original designs, notes, schematics, manufacturing lines, and blueprints.
All other nations will start at near-zero.
1974. You have two turns left for your first plan, so you should hammer the food button a bit more.
