You managed to get most of the initial refugees from some years back settled and educated, but Chinese Refugees are beginning to arrive in Guangchou and they need all that done too. Why not hold a bus design competition? Give the locals a say in how their own village/town/region's own buses look. Allow a bit of the local culture to define the look of the vehicles.

I envisioned Dragon Rail working an all three phases at once: as the trunk line rolls up and down the island the side lines branch off, and when they hit a town the transit teams come in and start working. Because the island is long and narrow you can basic complete a slice of it and advance to the next slice as the trunk line advances.
And this means the factories and work crews can work continuously on their specialization instead of having the freight rail adjacent production switch to high speed rail or transit stuff or vice versa.

You might do a initial rollout that prioritizes connecting the industrial zones needed for the Dragon Rail itself tho.

Edit: how does 7 actions on cyberdization compare to 6 actions on sea forests?

I really think we should wait for next turn and bang out a 6 action Expand Sea Forest megaproject for food. It's got a much better return on investments and is marked Extremely Helpful.

Also, why Ireland instead of South America? Like, from a material standpoint Ireland is actively bad for us. It's a big thing likely to be wired in conflict surrounded by our enemies with no easy route for us to do anything about it.

Cuba is at least going to have the South American revolutions to generate geographically close allies. We are not gonna flip any other Euro state.

If you view train as a food-distribution-improvement (in the same way rail tycoon views cities as a source of passengers and mail)...train improves distribution some and then sea forest can improve supply.

Also? Ireland is loud and noisy and right in their neighborhoods, with little in terms of easy access. And even if we 100% flip them, they're In Trouble because they've got a bunch of countries on their doorstep and mad about them. Cuba is used to it and only has one country on their doorstep mad about it.

South America looks to be where the substantive gains are to be made.

Geothermal power plants because that bonus has been sitting there for ages, and we're about to do a lot of heavy industry work which is going to be power hungry. We are experiencing delays.

I took out the rail stock factory and starting the Dragon rail in order to free up two actions to deal with... the time sensitive manner of the whole 'China lost some nukes' debacle. As HC confirmed on Discord, Jungmin would have reasonable cause to plan for the worst case.

The bright side of this is that the design and zoning will be done before we break ground, and the geothermal power-plants will be running so we don't risk any brownouts of production slowdowns.

China has misplaced a number of nuclear devices that have failed to check in or be retrieved after the initial chaotic start to the fighting. There is now a none-zero chance that one of the factions involved may use one or more of these devices.
Allies forces should be forewarned and supplies for operating on a nuclear battlefield distributed.
The western powers need to also be informed, and a red phone type communication lines set up in order to ensure rapid and clear communication minimize the chance of, you know, nuclear war.
Our relief efforts should also formulate emergency plans for dealing with literal and metaphorical fallout of the use of nuclear weapons. Stockpiles of radiation poisoning medication need to be set up, and civilians educated and drilled on what to do in the event of exposure.
The focus should be on making sure that our response will be coordinated and effective.
Special forces and intelligence assets should be dispatched to reinforce efforts on the ground track down the missing warheads, and strike missions made available to promptly react to any leads.

Financial default is no joke, and we van help multiple countries at once here while fucking with the IMF. Reputation gain from it is low, but I think it's important to start doing more than just sponsoring revolutions. :p

Now... A Red Rising makes me nervous, because the US has never exactly had a sane reaction to feeling its colonial interests are threatened, but the rewards are large, ethically it would be a real dick move to leave them hanging, and frankly if the US can sponsor massacres in south east Asia, us sponsoring rebellion in south America is only fair.

We're going to have to be sneaky about it, I think our best bet will be narco torpedoes - towed submarine cargo containers filled with goods that are dragged by fishing boats and handed off in open water.
