Sometimes a territory is so small and undeveloped that it juat doesnt make sense to seek independence nor grant it
Guyana is really useful as a place to launch rockets from,besides that its population,geography and industry make it a mostly rural area
Metropolitan france granting them independence would basically cutting them off from supply lines
In 2010 there were independence referendums,with 48% turn over (aka 48% of the pop went to vote)
Wich showed 70% didnt want independence
Guyanese people do still have issues and seek higher invesment on infrastructure and services by metropolitan france

France always saw its colonies as direct extensions of itself, unlike say the UK which saw colonies as useful but ultimately separate. Its part of why they fought so hard in Algeria and still to this day keep putting their hands into their previous colonial subjects nations ways. Our world system is based around keeping the drawn borders of countries as stable as possible, so I doubt France will lose Guiana or their other remaining non-European land.
