If anyone wants to make a competing plan this is the action you should swap out.
Just @ me next time, lol.

All right. Getting down to brass tacks...

[] Plan: Let There Be Light

-[] Infrastructure
--[] Build Your School-System (2 ACTIONS LOCKED)

(getting close)

-[] Agri-, And Aquaculture
--[] Begin Marine Farming (-3 Reputation)

(similar rationale to Pemmican factory, but marine farming broadens our harvest. Kelp and shellfish and shellfish even gets you some protein. Plus, this can be cultivated bigger and there's lots of things we can do this this; Pemmican is a good defensive food option, but you can play the food game to not-lose or you can play the food game to win. I'm here to win.)

-[] Military
--[] Airy Might (Mega-project - 6/6) (+1 Reputation) (Harmful) (Requires Airy Modernization) (Bonus: +4 First Airplane Factory)

Obligatory nod to militarization.

-[] Political
--[] Technologists
---[] Form a Statistics Bureau (Focus) (-2 Reputation) (Political Consequences For Their Findings)
-[] Leader Pushed Developments
--[] Food for Tractors (+3 Reputation) (-5 People's Opinion) (+1 Chinese Opinion)

(I am sick and tired of having to ask for this all the time. Also, if we're serious about going for the Guangchou / China / USSR OT3 path we need to make up with China a bit.)

-[] Secret Projects
--[] Experimental Nuclear Reactor (Mega-Project - 2/10 Actions) (+3 Reputation per Turn/25 Reputation for 8 Actions spent in one turn) (Bonus: +5 Chinese Aid)

-[X] Wei Jungming
--[X] Personal Action:
Take your kid to work day. In hindsight, maybe leaving Ma Li with Wei while you toured some of the higher risk areas was a mistake. The later has discovered an untapped well of pedagogical talent, and the former has discovered how to build jam-jar pulse jets.
--[X] Personal Action: Learn Lao, if you're to appeal to the refugees to put aside their biases against queers, you should do it in their language.
--[X] Lover Action: Play M&M with Mai.

TL;DR: As compared with CyberEnby's plan (always a good baseline), I take Marine Farming over Pemmican, I add Statistics bureau over Reverse Rainbow. What I wouldn't give for an action that spends out of our glorious Rep stockpile and gains Chinese Opinion.
EDIT: Fixed an orphaned sentence fragment, expanded rationale for Marine Farming over Pemmican.

(getting close, and it would hardly be a Barondoctor plan without LSEEH, now would it?)

I think dropping Food for Tractors is a mistake TBH - we need to raise our CO in preparation for our SSR attempt. Maybe do Food for Tractors instead Statistic Bureau?

Might have misunderstood your "drop this action"; was it the one before or the one after?

I'd trade LSEEH (it might be my signature, but I see three actions last section and I think we have a tiny bit of breathing room) or food (if we're doing SSR we can ask for food aid and get our food issues dealt with), but part of the point and why the plan is called Let There Be Light is to GET statistics bureau because I hate having to keep asking about important data in the dark and I want to bring it into the light; it yanks on all my "oh shit am I forgetting something" strings and I am finding myself a bit shorter-fused than usual for entirely-understandable-reasons that hurt too much to talk about.

In that case my advice would be to drop LSEEH. I'm more leery of not doing food, because Food for Tractors doesn't count towards our forced action in Agriculture.

What I wouldn't give for an action that spends out of our glorious Rep stockpile and gains Chinese Opinion.

The choices are Rationalize the Language or Food For Tractors, basically, and of the two the second establishes that we do in fact have the technology carrot to dangle in front of them. "This one's free, the price of the next one is you make friends with your northern neighbor. Not Mongolia. The other one."

Rationalize the language is a megaproject tho, and we don't have the free actions for it RN.

We also have the 'show off the carrier' action, but that's less helpful for shoring up Guaofeng's administration.

I didn't include Carrier as a choice because it wasn't as helpful. Rationalize being a megaproject, the payoff being at the end and the costs each time it's taken makes it a LOT more painful than it looks on first glance.

We don't have the action budget to put together a statistical bureau to figure out what we should be spending our actions on?

...

This sounds like it could get messy.

It's not that bad, really. We're just overcommitted right now so creating a statistic bureau wouldn't necessarily do much because we only have two or three free actions to take before the end of the plan.
Turn 2 of the next plan is when things open up a lot (we'll make the jump to 14 actions after building 2 supercomputers and 800nm process to let us take advantage of them).

Certainly. I'm just going to vote with CyberEnby for this one again. It'll be easier when we get into the final turn of this plan and the actions open up a bit.

Honestly both plans are good. It just seems like a waste to leave that temporary +1 to espionage actions lying on the table.

Well, let's start the voting.
[X] CyberEnby

Also, I want to go ahead and start discussing our general goals for the 3rd Five-Year Plan. My idea:

The Worker's Plan for Building the Unbreakable Sinews and Titanium Muscles of the Glorious Democratic People's Republic Through Mass Transport and Ultra-Advanced Industrialization
"Comrades, we have done so much for the body of our homeland in the last decade! The people - the strongly beating heart of Guangchou - have been connected to a well-filled stomach, and encased in the solid protective bones of superior mass housing and a modern military. The brain is energized by a vastly improved educational system. But there are other parts. We will bring together the worker's indomitable spirit and the genius of Guangchou's scientists to empower the muscles of industry in both quantity and supreme technological quantity! So too shall we complete the Dragon's Rail, tying muscles to bones in a magnificent web of concentrated power! The world will see the power of rational socialism unbound!"

Basically, we promise the Dragon's Rail and big industry/technological growth. Also I want to throw in Vaccinations, a Department of Public Health, and Rationalizing the Language but those aren't officially listed elements. We don't want to make too many promises like last time.

[X] Plan: Let There Be Light
I prefer Pemmican(Cyber's), But I prefer getting the Statistics Bureau(this one), More then taking advantage of the +1 to espionage. In my opinion It doesnt matter how good we now how someone else's country is doing if we dont even know how ours are.

Because Cyberenby has good ideas.

I wouldn't get too focussed on using our dice boni most efficiently. That can be a trap too. I'd rather do some less spying and instead make sure to dot our is and cross our ts by doing stuff like the statistics buearau. Because what good are our damn computers if they have no data to crunch?
