TL;DR: As compared with CyberEnby's plan (always a good baseline), I take Marine Farming over Pemmican, I add LSEEH and Statistics bureau over Reverse Rainbow and Food For Tractors.

I'd trade LSEEH (it might be my signature, but I see three actions last section and I think we have a tiny bit of breathing room) or food (if we're doing SSR we can ask for food aid and get our food issues dealt with), but part of the point and why the plan is called Let There Be Light is to GET statistics bureau because I hate having to keep asking about important data in the dark and I want to bring it into the light; it yanks on all my "oh shit am I forgetting something" strings and I am finding myself a bit shorter-fused than usual for entirely-understandable-reasons that hurt too much to talk about.
In that case my advice would be to drop LSEEH. I'm more leery of not doing food, because Food for Tractors doesn't count towards our forced action in Agriculture.
What I wouldn't give for an action that spends out of our glorious Rep stockpile and gains Chinese Opinion.
The choices are Rationalize the Language or Food For Tractors, basically, and of the two the second establishes that we do in fact have the technology carrot to dangle in front of them. "This one's free, the price of the next one is you make friends with your northern neighbor. Not Mongolia. The other one."
I didn't include Carrier as a choice because it wasn't as helpful. This sounds like it could get messy.
I wouldn't get too focussed on using our dice boni most efficiently. That can be a trap too. I'd rather do some less spying and instead make sure to dot our is and cross our ts by doing stuff like the statistics buearau. Because what good are our damn computers if they have no data to crunch?Honestly both plans are good. It just seems like a waste to leave that temporary +1 to espionage actions lying on the table.
