Circle No Longer was hilarious because Hyperspace gates are actually quite simple to build, but the science needed to actually understand how they work is only available for the oldest First Ones. All hyperspace gates in B5 are copies of the first gates built by the Vorlons after the wars with the Kirishiak.
And then come along the Astrans, and due to pure chance (nat 100 research roll), manage to randomly cobble together a (shitty, table top model) hyperspace gate with zero understanding of how it even works. Literally, the only species to have independently discovered hyperspace travel - and they're barely out of their own atmosphere.
Of course, when we actually made First Contact with the greater galactic community nobody actually believed that the Astrans independently discovered it. Everyone assumed it was just propaganda.

Everyone is an idiot, looking out for Number One (themselves) with only you looking out for Number All (no idea if that is correct or not), meaning the people. However, with your current plans and the Five-Year-Plan underway, the massive plundering of the treasury and all banks willing to give you loans will ruffle a lot of feathers, and many people will be justifiably angry. Nobody wants to be in debt (well, more), and fewer people want to be so for nebulous benefits in a few years, much less when those benefits may not pay for themselves for decades.
