As winter turns to spring, news of the fall of Krakow filters through to the Polish rebel movements previously fostered by the International Revolutionary Alliance, and soon Landwehr commanders find themselves approached by groups of hard-bitten anti-Russian partisans. Throughout the winter, the partisans were hard at work dynamiting Russian rail lines, shooting Russian officers, and generally making a serious nuisance of themselves. They've seen the commitment of the German Landwehr to fighting for Poland, though most of them can't help but add "this time" to the otherwise friendly sentiment, and they're prepared to offer their services to the Republican cause.

What is to be done?

The Swedish Front
[] [SWEDEN] Strengthen defensive positions in Denmark.
IX Army will maintain and fortify its present position against potential cross-strait incursions while keeping the peninsula and islands locked down.

[] [SWEDEN] Attempt to secure a separate peace with Scandinavia.
In addition to the aforementioned defensive efforts, send a diplomatic envoy to the royal court in Stockholm, with the aim of achieving a negotiated settlement. If successful, this will likely result in terms that represent a substantial but not existential victory over Scandinavia.

[] [SWEDEN] Attempt a naval invasion of Skane (Gold).
Begin the invasion of Skane. Owing to heavy land and naval fortifications on the Swedish side, as well as united and motivated defenders, this is a risky and likely costly maneuver. However, every trained soldier lost is irreplaceable to the Scandinavians, and even a German tactical defeat could prove strategically valuable for future efforts.


The Polish Front
[] [POLAND] Strengthen defensive positions in Poland.
Army Group Poland will focus on building up defensive positions and logistical support within occupied Poland, while restricting its movements to repulsing incursions.

[] [POLAND] Reallocate troops toward the Austrian front.
In addition to the aforementioned defensive efforts, send two or three armies to reinforce Army Group Austria.

[] [POLAND] Initiate an offensive toward Konigsberg (Gold).
Strike at the coastal city of Konigsberg. In addition to being the former capital of Prussia and home to numerous Republic-sympathizing Germans, Konigsberg is a major supply port for Scandinavia and the Russian Baltic Fleet, and losing it would further hamper League maritime efforts.

[] [POLAND] Initiate an offensive toward Warsaw (Green).
Strike at the Polish capital and linchpin of the Russian war effort in the east. Warsaw is a major industrial and logistical center, and its loss will throw the defense of Poland into complete disarray, as well as serving as a major propaganda victory.

[] [POLAND] Initiate an offensive toward Lvov (Red).
Strike at the rail junction of Lvov. Taking Russian Galicia would effectively cut off the rail-based supply lines between the League's two major powers, as well as establish control over one of Russia's major industrial areas.


The Polish Nationalists
[] [REBELS] Begin forming nationalist volunteers into infantry brigades.
The Polish volunteers are eager to fight but not quite ready to serve. A season spent training and equipping them to serve as second-line infantry will ensure that they're prepared to bolster the Landwehr's own efforts on the front lines, thereby helping bridge the numerical gap between Germany's forces and Russia's.

[] [REBELS] Begin forming nationalist volunteers into scout brigades.
The Polish volunteers are motivated and very familiar with the terrain but not quite ready to coordinate with a professional army. A season spent training and equipping them to serve as foot and mounted scouts will ensure that the Landwehr has excellent military intelligence for future operations in Poland.

[] [REBELS] Have the volunteers continue operating as irregular partisans.
The rebels have already been quite effective picking off Russian troops and sabotaging their logistics and there's no need to change perfection. Giving them guns and advisors will allow them to continue doing so at maximum efficacy and keep the pressure on the Russians throughout the spring.


The Austrian Front
[] [AUSTRIA] Strengthen defensive positions in Austria.
Army Group Austria will focus on building up defensive positions and logistical support within occupied Austria, while restricting its movements to repulsing incursions.

Prague is substantially fortified, but it's also a major industrial center and the historic capital of the Czech people. Taking it would be a serious blow to Austrian morale, throw their supply situation into substantial disarray, and help rally Czech nationalists to your cause.

[] [AUSTRIA] Initiate an offensive toward Vienna (Green).
Vienna is very well-defended, but it is also the beating heart of the entire Habsburg empire. Even seriously threatening it would force the League to reorient its entire strategic outlook, and taking it could prove deadly to the Austrian imperial project.

[] [AUSTRIA] Initiate an offensive toward Klagenfurt (Red).
The rail junction at Klagenfurt is the lifeline of the Austrian Alpine defenses. Attacking it would be very risky, because any offensive force could potentially be caught between the defenders on the line and the League armies outside Vienna, but if successful, the Alpine line would crumble, freeing up the Italian and Spanish forces for their own invasion of Austria.


Italian Front
[] [ITALY] Ask the Allies to stay on the defensive.
If there's no pressing need for the Allied forces to risk themselves assaulting the Alpine line, then they can spend the spring fortifying and preparing for later action.

[] [ITALY] Ask the Allies to put pressure on the League.
Asking the Allied forces to make attacks against League fortifications in the Alps likely won't accomplish much in terms of territory taken, but it will pin the defenders in place.

[] [ITALY] Ask the Allies to initiate a dedicated offensive.
A serious effort to take the Alpine line would be costly and difficult, but as part of a larger strategy, it could result in overrunning those defenses and moving into Austria and Slovenia proper, paving the way for a joint Allied attack.


Baltic Front
[] [BALTIC] Maintain the Baltic blockade.
Keeping the Allied combined fleet on station in the Sound and around Denmark will maintain its position and continue constricting League trade without incurring any major risk.

[] [BALTIC] Order the Allied fleet to interdict the Scandinavian coast.
Despite its losses, the Allied combined fleet is still the dominant force in the Baltic, and sending patrols to intercept League cargo ships would put pressure on both Scandinavian and Russian logistics. This will also maintain the blockade of the Sound and the western Baltic.

[] [BALTIC] Deploy the Allied fleet to contest the eastern Baltic Sea.
Despite its losses, the Allied combined fleet is still the dominant force in the Baltic, and moving east to threaten Konigsberg or Klaipeda could be quite useful strategically, and support an offensive on the former city as well. This will also maintain the blockade of the Sound and the western Baltic.


Mediterranean Front
[] [MED] Ask the Allies to maintain the situation in the Mediterranean.
By maintaining the blockade on the Austrians, the Allied Mediterranean fleet can keep the pressure on without serious risk.

Dalmatia is singularly unfriendly to any sort of amphibious operation, but after Hoarfrost, even a threat to the region may serve to dislodge some Austrian troops and force them to defend the long, complicated coastline, which could prove strategically useful.




Welcome to the next phase of the Great Eastern War. The following update will encompass March 1898 through May 1898. Spring offensives may run into mud and slush, but overall the weather should be much more favorable to mobile operations.

Each offensive option includes a colored arrow on the map indicating its general direction of advance. The targets are general guidelines, not the whole of the campaign focus. Additional territory besides that in the way of the arrow may be taken.

Please vote for ONE of the sub-options in each category in the form of a plan. However, you may vote for AS MANY plans as you like. I'm looking for a convincing plurality in support of the winning plan; if the result is ambiguous, I may go to a run-off or flip a coin.

All planks include full utilization of Allied resources, including additional mobilizations, domestic resistance movements in enemy territory, and common sense. Suggestions are welcome but non-binding.

The general philosophy behind this is setting up for a summer offensive into Austria. We're putting pressure on the Scandinavians to end the war using our navy, which will let us move an army south in the Summer. Meanwhile, the Austrian and Italian fronts are "preparing for later action". The Polish offensive is to follow on our previous success - the Russian army just bled itself dry trying to break our trenches, and their defenses are noted to be poor. Taking Warsaw will threaten major industrial centres that Russia will not be willing to give up without a fight, and once we weaken their army in this offensive, they'll be pressured to move the one and a half million troops they have protecting Austria to the Polish front. If we secure Warsaw, it'll let us dig in under favourable conditions and focus everything we have on breaking the Austrians in a summer offensive.

The basic idea of this plan is freeing up troops by peacing Sweden and shortening the Austrian front line. This will allow a big punch next turn. I could be convinced to make the rebels scouts, and I could be convinced to pick a different target in Poland, but I don't think we should stay in Scandinavia any longer. I wouldn't be happy just doing nothing in Austria again but I think I am getting outvoted on that.

Taking Krakow has put a crack between Austria and Russia, and pushing on to Lvov will further divide them. Taking Prague is more possible than Vienna and if it falls we have finally made a major gain against Austria, the only enemy we haven't done that against yet. It will also make their positions in much of Bohemia untenable. We should also look to peace Scandinavia out, invading Skane is a bad idea and we're unlikely to gain anything by keeping them in now. Putting pressure on the navally will help the peace process.

We've done about all we can in Scandinavia: we have broken their union, have deposed the Danish co-monarch, and have laid the groundwork for a sister republic in Copenhagen. Raiding their coast and whittling down their navy will amount to marginal gains in the negotiations at best. I think it better to chase down the Russian fleet and pen it up in Konigsberg so that we can capture it when we attack the city next season. For now, shatter the Russian front in Warsaw and gain the whole left bank of the Vistula for a defensive line and basis for further advances into Poland, aided by local knowledge. Taking Lvov would extend a massive and risky salient in the south, and taking Konigsberg before Warsaw would extend one in the north. In Austria, pressure the Kaiser with probing attacks in the Alps and Dalmatia, while encircling Prague and seizing Bohemia.

Aim and purpose of the plan to follow, wanted to get this in because I'm working on mobile and that makes it take way longer.

Edit: okay! So, the objective here is to move on Warsaw to hopefully liberate it and make the Polish uprising go Super Saiyan, while keeping the blockade up. It's the Austrian front where we really pile on the pressure, shooting for the Klagenfurt to cut off Alpine supplies at the same time the Allies push into those mountains and the Combined Fleet menaces the Austrians' coasts, hopefully pulling away enough forces to prevent them from attacking the Klagenfurt salient long enough for the entirety of the Allies to crush the Alpine holdouts, allowing all of the Alliance to fight together as one.

I would prefer the Polish insurgents to rampage behind Russian lines instead of raising Polish infantry divisions. Otherwise I agree with the plan.

I support either of these plans. I think that attacking Lvov without first taking Warsaw is a risky gamble that exposes our troops to both the Austrians and the Russians. Meanwhile, taking Warsaw is going to rip the logistical heart out of the already disorganized Russian army in Poland while also supercharging the Polish resistance and setting us up for a push to Lvov in the summer.

In Austria, on balance I think we attempt to take Prague, since it's such a major industrial center, but even sitting and fortifying some more is fine for me. Austria is running at the very edge of their state capacity to support this many troops in the field, and simply forcing them to keep doing it is going to make things start to crack—especially while they're still under blockade.

The issue with this is that winter isn't over yet in the Alps, so an offensive is risky still.
 
Personally I don't see the logic of asking the Italians to do the full offensive unless you're trying to link up with them, as in the Chain Link plan. It's using Italian bodies to extra-pin the Austrians in their mountain forts, when regular pinning is good enough.

Konigsberg is the least important of this for now. Lvov would be great for disrupting Austrian-Russian supply connection...but it endangers the attacking Landwehr there by creating a risky salient between Austria & Russia. Warsaw is the heart of Russian operation in Poland, it does not have that "salient risk", and taking it is also a symbolic victory for Polish republicans.. Therefore, we should edit: first attack Warsaw, Lvov, and finally Konigsberg.

I think any attack through Alpine Austria - so Vienna & Klagenfurt - is something we should delay for Summer. The Alps is still cold af in Spring and I've been told it's flood season in the mountains. The risk of the attacking Landwehr being pincered in Klagenfurt means I lean on us attacking it after we take Vienna. So, we should attack Prague for our Spring Offensive since we already have foothold in the Sudetes.

The same reason why a dedicated offensive through Alpine Austria should be done in Summer applies to the Austrian-Italian border. So for now our allies should restart the song and dance of probing attacks that pin the defenders (and nothing more) while we strike Prague & Warsaw.

Operating in the eastern Baltic Sea would synergize well with a land offensive on Konigsberg, so we should do that only when we strike for Konigsberg after we've taken Warsaw and Lvov. Meanwhile, interdicting in the Scandinavian coast is mostly to add pressure towards the Scandinavians in our negotiation against them in order to hasten a favorable outcome for the Alliance.

The combined Italian-Spanish fleets is supreme over the Med against Austria & Russia, so we're in the position to further pull away Austro-Russian troops from any Landwehr offensives (such as the one against Prague, and subsequent pushes into Vienna and then Klagenfurt.

The aim of this plan is to work toward strangling Imperial logistics further. Lvov is a bit too exposed of a position for my tastes, and knocking out the lynchpin of Russia's war effort should make it simpler to seize both Konigsberg and Lvov to really fuck with their logistics next turn. My choice for rebel allocation is that quite simply they're far more valuable disrupting already shaky Russian operations and logistics as irregular partisans than they would be as quickly retrained regulars or even scouts, and importantly, it doesn't remove them from play for a season as they're undergoing retraining.

I avoid either land operations or diplomacy with Scandinavia, as I want to use our control over the Baltic to squeeze them first, to soften them up. I intend similar aims with the Mediterranean navy, to degrade Austrian logistics and force them divert some manpower that they might have otherwise had available for other operations. Of note here is that while diplomacy could remove Scandinavia from the war, it won't remove our need to garrison Denmark in force in order to maintain control of the Baltic and keep the Scandinavians honest.

As for Austria, spring is flooding season, making many of the river valleys and mountain passes that we would be moving through far less forgiving for supporting advances -- and a good opportunity to make the Austrians bleed on our trenchworks as their officers continue to struggle with learning the lessons of early trench warfare.

EDIT: It has been pointed out to me that the spring thaw is less of a concern in Bohemia, and the point of this plan is to steadily crush Imperial logistics, so attacking Prague is in.

I believe we have broken through the Ore Mountains in the north, so a Prague offensive is not going to run into the same issues as attacking elsewhere in Austria, or at least the effects should be far less severe.

We've gotten through the Sudetenland, yes. So yeah, a Prague offensive should be fine, even if they're fortified. The interior of Bohemia is fairly flat from what I recall.

We didn't, actually. The Sudetenland is defined by the Sudetes mountains - those between Bohemia and Silesia. We broke through the Ore Mountains, between Bohemia and Saxony, probably along the course of the Elbe initially.

I was given the impression that the whole things was called the 'Sudetes mountains'. The more you know I guess.

Alright, so this is my plan. In Poland, the goal is to take Warsaw, which sets us up to go for Lvov next turn. Lvov is also why I picked infantry brigades instead of scouts or partisans—Lvov is actually in Ukraine, so I think we shouldn't take the bonuses that are only effective in Poland when we're about to leave the country.

As for Austria, everything possible is done to draw troops away from Prague so we can take the city and Bohemia with it. Prague is a vital industrial center and taking it will massively impact Austria's ability to keep it's over mobilized army in the field as well as hopefully incite a Czech uprising. Putting pressure on the Alps is likely to be somewhat costly for Italy, but they've got the reserves for is and I really don't want to risk not taking Prague this turn.

Edit: Turns out Lvov is majority Polish and we have no idea how many soldiers we might get from the poles, so I'll leave them as partisans for now. We can organize them over the winter once we take Warsaw and supercharge them further.
