While the base Sharingan has its own progression, things that can be done with the Sharingan progress as part of a greater skillset where applicable:
Seeing Red [Naruto]

Treating them like Hisana's Sharingan means that they have essentially no interaction with most of Karin's stats/abilities, and their progression will have nothing to do with how hard or well you train.
At best they'd enable a sub-specialty in an ability; maybe Ninjutsu: Chakra Suppression or Fuinjutsu:Chakra Suppression
So she could be able to significantly dampen an S-classer, and STILL be genin or chuunin in everything else.

It is plausible Karin was frozen from being the target of the small amount of Shukaku chakra that seeped out.
I'd expect there to a Fuinjutsu subskill called something along the lines of Uzumakik Sealing Chains with Adamantine Attacking Chains being a Jutsu acquired once it hits D or C rank, and Adamantine Sealing Chains being given at A rank. The barrier utilization of Admantine Sealing Chains seems like it would require at least B rank in Barrier Ninjutsu given how powerful it is.

@Tekomandor, how many A rank stats would the average chunin need to have before being promoted to jounin? Would one or two be sufficient? Also, how fast would you say the average jounin is compared to Hisana, currently?

Nah. Kakashi is easily an elite jonin in speed, having both that general level of ability and, if anything, a specialization in speed, (as opposed to Might Guy's Strength) while we're barely elite jonin level in speed.
I would say that right now Hisana is able to actually percieve Kakashi moving at his full speed, and her speed is in the same general ballpark as his, instead of orders of magnitude slower, but he should still be faster than her.
To say nothing of S-Rankers who made their name in speed, like Shisui or Minato - they'd both smoke her even when not using their signature techniques.
