I don't believe that's how training works. They're always available, but the DC to attain workable results increases with each success until we might as well not try. Anyway, they only give +1 on a success, a trait if the roll is over 95, or +2 if Chiron was assigned to help. Considering how Diamond in the Rough works, we're better off aiming for crits, or bringing Faria on adventures with Aladdin and using his teaching trait to gain stats on crits.We may get such an action upon completing the basic training actions. And more stats are never a bad thing given what the rolls of this quest are like at times.

While I'm not going to retcon what I've already posted, I think from here on out there won't be any rerolls for Rival Reports offered.Really not a fan of Shan Yu's random bailout to return to the status quo, right when we could have had a serious shakeup in the China situation. It seems like a huge waste, and just makes the stakes of rival reports in general seem a lot lower.

I did want to see what happens when one of the "victorious" villains ends up loosing in the long run, unable to actually hold onto what they've gained, and it really did look like we'd see that with Shan-Yu. Depending on your actions you may get your chance sooner rather than later. What's even more nuts is their rolls. I mean they've essentially been critting every turn.May I be the first to say Le fuck. Yeah. Not happy about that. They're really starting to get problematic.
They're scrambling to turn back the tide while still keeping their defenses up; and have accepted assistance from Lemuria in the form of soldiers and even some clergy to deal with the influx of refugees' spiritual needs.
In my opinion, its a pretty drastic toss up. Either we pick up the nation, piss off Lemuria, and end up with potential enemy fish people infiltrators in our territory; or we let them have it and they get more sea access and man power and income.I know people might be cautious of grabbing them now that the fish people are messing with it but I'd rather nip this in the bud then let them take the whole thing then deal with it.

I honestly would prefer to not piss off Lemuria directly by trying to take what they are making roads to get. It keeps potential fish cultists out of our empire and also doesnt give them reason to be mad at us. Right now we are a potential recruit and potential rival, I would rather not piss them off before we have to and make us only rivals.
The issue is that this isn't Cthulhu himself we are dealing with. We are dealing with a hostile force of fish people who want to rise up and conquer the surface world in order to prepare it for their masters. Cthulu is a basically neutral natural disaster if more horrifying, the fish people are an army that want to conquer land dwellers and rule over us.As to our new neighbor... I am not anti-Cthulhu. I'd rather he not wake but I'd treat with those of his in good faith, if guarding myself as I would guard myself around anyone. The world is filled with dangerous powers but they need not be the enemy today.

Actually no. That would be more of an issue. From my experience with Lovecraft's works it has Deep Ones as either spawning by their own efforts (Deep One on Deep One) or as part of a hybrid life cycle where they mate with a human and produce human-passing children that take forty or so years to stop passing. And they predated human beings by whole ages of the earth. To my understanding (full or flawed as it may be) Deep Ones are more human than other Lovecraftian Beings and as such considered more morally reprehensible than the other bigger things.

Their MO is to first infiltrate a nation and then begin subverting them until its too late to fight back. If we establish a spy network in the Eastern Satrap and let them have it we will eventually find out about the fishy bullshit happening, which will both give us an in universe reason to protect ourselves from that potential tactic as well as give us knowledge to help fight it.They are coming for us anyway. I'd rather they be as limited as possible.
