If I'm reading the map right, and making the right assumptions, the finest city within the former Satrapies is going to be a place named Gorgan. It should have never been renamed to 'Astarabad' since the Mongols haven't burned it down... quite yet. Its a beautiful place around the hook of the Caspian Sea, giving us a rather nice port, if not a connection to the ocean itself due to the Caspian being landlocked.
And its right at the point where we start breaking into real steppes from the labyrinth of mountains we are more used to. Cupped by its own boundary mountains just enough to be given a decent defensive footing. A great climate but go a little west and you hit the Karakum desert. Go north, you start hitting steppe and thus guys on horses who are looking at you in a right funny way. The Silk Road doesn't quite go through it but that whole thing is in tatters right now anyways.
A local approach would probably encourage pure trade and economic production but appointment, particularly military appointment, would help ensure we actually keep it. It could very well become something of a prestige position worth competing over.
Most of those territories I'd be fine with handing out but that place has my eye.
Edit: Dammit. I'm looking closely and it looks like Alamut might have dibs on that. Barely, by the skin of their teeth, but they knew a good thing when they saw it. I'll have to look for secondary sites.
There are a couple of different ways that this can go from here. One is to merely expand the army in order to properly cover the new territories while leaving the commanders in charge with their regiments as garrisons and basically becoming the new City Guard. Another is to recall the commanders after finding people capable of handling the governance of a city and putting them in place. Finally you can try and find someone local that people can compromise on as the new city leadership.
I vote either Local or New Guy. We do not need to turn the North into a series of city-states under our leadership, and though I trust our commanders, leaving the military in charge is never a good long-term solution. Honestly, it would be best if we could find locals in every city who are able to take the reins of power and rule competently, fairly, and corruption-free, that's usually pretty rare, especially since most of the population who were trained for that sort of thing were the ones we just kicked out.
We have some good news, at least; Selous arrived this turn! He survived the trek across India and the Southern Satraps. Here's hoping we manage to recruit him.
The Leopardmen have appeared once again, though this time they seem to be more cautious in their advances. Villages are cut off rather than simply overrun in some cases; in others hunters and people attempting to travel from one village to another, or even out of the region often vanish before they can arrive at their destination. The Queen of the Jungles seems intent on continuing to push the boundaries of her realm further, and either capturing or driving out all of the humans within it.
South-East Africa
Scar - 90
The savannas have bent the knee. The Hyena mobs roam where they will, chasing down food, or otherwise driving the lionesses away from their own kills in order to gorge themselves. The larger animals, the elephants and Rhinos, have begun retreating towards the few tiny spots of green left in the now blighted land. Everything else seems too scared to try and run, accepting their fates as they try and eke out a miserable existence. The "ruler" of the lions hasn't been seen often, but the increasing girth of several of his favored lionesses is a good indication of what he's occupying himself with. The few times he has been seen headed towards a specific problem area, dark clouds and another earth-shaking roar followed shortly after. And then no more problem when he returned.
South-East Indian Sub-continent
Shere-Khan (-15 due to Selous' influence) - 12

The King of Tiger's rule continues to be defied, as his minions are cut down by the dozens through traps and poison. The lessons imparted by the old hunter have been put to good use by the villagers, and little by little they have enclosed areas for their cows and sheep to graze, plots of land to be farmed and harvested. Brave men and women dash from village to village, keeping a tenuous web of communications intact.
However; the silent spot of strange lassitude has continued to grow in size at a very incremental rate. Reports of a massive snake easily large enough to swallow a man whole without issue have crept out from the areas at the edge of the silent patch.
North-East Indian Sub-continent
Bagheera & Mowgli - 61
In the wake of the decimation wrought by the Elite Global Huntsman's Club, the animals here have seemingly come together after the period of heightened tensions. Packs of wolves patrol defined territory boards, leopards and tigers stalk those that enter with no concern for the Law of the Jungle. A powerful troop of elephants has even taken to thunderously moving through the area, a clear showing of power as the animals attempt to bolster their defenses against encroachment by Man once more.
The Silk Road

Lord Shen - 10
What had split into a two-way civil war between the conqueror Shan Yu and his rebellious would-be subjects had splintered further with the explosive entrance of a new player on the field. An albino peacock calling himself "Lord Shen" has entered the foray using cannons augmented by fireworks, coupled with a flotilla of junks to begin accruing land and power himself.
But all three factions are now mired in mud and muck as the rivers throughout China flood. Shen's brown water navy can only make incremental progress as they run into sand bars, mud banks, and all other sorts of obstacles. Shan Yu's men are mired in the mud, their famed speed not availing them when they have to stop and rub down their horses after only half a day's ride. The resistance is using the rising rivers and flooding rice paddies as cover, but they can only move in small groups and what materials they take are like flies biting at an elephant.
Rumors also persist that Shan Yu has sequestered himself within the Imperial Palace, speaking with a horned stranger of the spirits and beings that plague his forces. And how best to remove them from play. Or better yet, turn their power to his ends.
Xiang-Wu
Xiang-Wu (+25) due to high morale - 75
The people of Xiang-Wu are in high spirits. The death of the Dreaded One removes an ancient threat from their lands. While some are a bit leery of a dragon being killed instead of pacified, most are simply glad that the treat he represented is now gone for good. Festivals to the Huntsman have sprung up throughout the small kingdom, as well as Ababwa for deigning to send such mighty warriors to their aid.
Greece
Hades - 74
The unseasonal proliferation of vegetation and crops continues. Lord Hades has been spotted only rarely, looking both dehydrated and very smug; taking care of whatever business requires his personal attention before quickly retiring to the Underworld once more. Thanatos continues to perform his duties with the same impartiality and care that he always has.
He has been joined in his work by Hermes, the messenger of the Gods taking up his role of soul guide for those wandering the mortal plane once again. The speedy messenger seems unusually subdued and thoughtful; and any who dare enquire what deal was struck with Hades to allow his freedom are simply told that it's a 'private matter'.
Not only has Hermes been released to return to his duties, but Eros and his beloved wife Psyche have also both been released to uphold their tasks. The God of Love and the Goddess of the Soul are as equally thoughtful as Hermes, and Eros especially seems to be taking great care with selecting his targets, much greater than he had before.
In the Mediterranean, the three greatest powers there continue to vie for control. Morgana is supposedly seeking a lost journal of some famed Italian astronomer; a map to a weapon that can match Triton's own trident. But whatever it is she's searching for, it appears that at this point in time she's been stymied, driving her normally unpredictable behaviour even further off the edge.
Ursula on the other tentacle, has turned her attention to areas outside of the Mediterranean. Most especially on the latest clash between the pirates and the EITC. A large number of both sides have been reported as missing, and Ursula afterwards looked very content, the crystal eye in her empty socket shining with a sickening green light.
Sinbad on the other hand, seems to be on top of the world. Not only is he practically a hero in Maldonia for delivering the small kingdom a major injection of armed forces, but he also apparently made out like, well, a pirate in the bargain. Gaining several bottles of rare alcohol, weapons of advanced make, and quite a lot of gold and gems. The only fly in the ointment was the call to muster by Davy Jones...
The Indian Ocean

The Pirate Lords have rallied after the EITC hanged one of their own, even the least of them. The EITC had closed ranks and begun putting their own new stocks of money and manufacturing facilities for powder to use; quickly ramping up their production to fight off the agitated pirates while expanding their networks. And for the first few weeks, it seemed like they'd be able to rebuff the pirates...
Then chilled death descended on them like a freezing fog, billowing down from the north. Someone had taken up Davy Jones' challenge, and he had decided to use this as a way to make an impression that no one would ever forget. Drago Bludvist, leading an armada of longships, a massive catamaran as his flagship and including ships from a hundred other countries impressed into his service or willingly having joined, including some EITC ships!
But the show of force and numbers wasn't what has made his name one to be whispered. No, they didn't fire a single cannon shot. Instead Drago came to the prow of his flagship, and declared his intention to take the port. That they could surrender the former Pirate Lord Kuala's personal effects to him, or they could die. The response from the shore batteries was a volley of cannon fire that fell just short.
Only a handful of survivors from the former port of Edwardton were able to pass on what happened next, but all of their accounts match. Drago unlimbered a massive goad, spinning it through the air until it produced a whistling hum that was audible even from the shore. And then began to scream, a single word in an enraged, almost manic voice.
"UUUUP!UUUUUP!"
The sea had frothed and boiled, as Drago's most powerful weapon responded.
The descriptions made it seem as if someone had taken a sea lion, combined it with an elephant, removed the trunk and then added spines and scales. A sea dragon that dwarfed even the ships of the EITC. And then Drago gave his only other order.
"KIIIIIIIILLLLLL!!!!"
Edwardton was reduced to a mass of debris trapped in unforgiving ice and bodies frozen mid-step, Arrendale in miniature if the rumors were to be believed; homage to the new Pirate Lord of the Arctic Ocean after he presented Kuala's personal belongings to Davy Jones. Their ranks now stand once more filled, eight Lords ruling the seas with Jones their King.
The gathering of the Brethren Court to induct their newest member gave you a chance to finally learn who filled their ranks. The names you get back mean little aside from a couple, but any knowledge is useful against these enigmatic powers, answerable only to Jones.

Agrabah

Sand Witches - 75
Agrabah is a city in turmoil, as the agitators that had stuck to the shadows have now stepped into the light. A quartet of women calling themselves the Sand Witches, these ladies have considerable magical ability; especially in the form of controlling and shaping sand, as well as using it as a medium for other manner of spells. They claim rightful dominion over Agrabah, the city's true rulers; having been sealed away unjustly by the Sultan's family centuries ago. The city is divided on these claims, but the evidence of the women's magic, quieting sandstorms, repairing homes with sand compacting itself to the hardness of stone, even using their magics to help some of the less fortunate of the city.
On top of these good works, the Sultan and his daughter are being asked pointed questions about the fates of several caravans that had left Agrabah and never returned at the appointed time. The merchants those caravans belonged to especially seem to be willing to consider the Sand Witches' claims to rightful sovereignty.
However, while a portion of the populace now backs the Sand Witches and their apparent return to power, a significantly larger number still back their sultan and princess. Arguments and debates have broken out in the fabled Bazaar of Agrabah, though none have escalated to violence thanks to the vigilance of the city guard.
Elite Global Huntsman's Club

The Elite Global Huntsman's Club had repaired the Spirit of Adventure, and after resupplying and having made good friends between several members of the crew and citizens of Ababwa, it was a mostly happy occasion... until McLeach, once again deciding to be overly friendly to Schezrehade, pushed the Diplomat too far. She followed through on her threat from the last time he had approached her person, and broke his arm. Even Amos had observed that he "had it comin'," but it had cast some tensions over the parting that hadn't been there before.
Schezrehade did receive a gift from Lady Waltham before they departed though. A self-contained communication device called a "radio" that is made to work by turning a crank on one of its sides until a meter shows that the "charge" is full. Schezrehade was delighted with the gift, especially as it would allow herself and her new friend to remain in communication. Naturally the first professor from the University that put forward the thought of trying to see how it worked by taking it apart was met by a flat denial. As it was a personal gift from one person to another, Aladdin decided that she had final say over anything that was done to the device. And that anyone attempting to circumvent this would be punished harshly.

Using 'ancient star charts' and 'prophecies from eons ago' he convinced nearly the entire populace of Egypt that the feline fiend was planning on turning the entire country into some kind of sadistic blood ritual for her own amusement.
Even more shocking is that Mirage has not disputed these claims. Nor has Chaos emerged to topple the imp's plans for a laugh. Rumor has it that both entities were last seen in the area of Dagger Rock...
Southern Satraps

The Southern Satraps have consolidated themselves into a polity unto their own, calling themselves the Kingdom of Lemuria. Jalaiya has indeed been crowned queen, and the new Kingdom seems more than happy to continue trading with Ababwa. Time will tell what other ambitions the new Queen has though...
Northern Satraps

With Ababwan troops garrisoning all the cities, and the complete breaking of the bandit groups that had run rampant, the North is beginning to pull itself back together. The only fly in the ointment has been the nobles and former nobles trying to reassert control. Something that the general populace doesn't seem inclined to back, and that the Ababwan forces certainly aren't brooking. Prince Aladdin's message is clear. Take care of your people, or I'll do it for you.
Eastern Satraps

The pacification of the North has also cut off one of the major agitations to the East as the bandits no longer strike at the Satraps from their conquered strongholds and hidey holes. The satraps have consolidated and regrouped. Now with a third player in the game of the shattered Hunnic Empire, talk is emerging about possibly following in the Southern Satrap's footsteps and coming together as a kingdom in their own right, though as of now there are no leaders in particular that are standing out.
Western Satraps

The Western Satraps' situation continues to deteriorate at a rapid pace. Those bandits and brigands that Aladdin and his forces had ended up running out of the north had split off to the east and west. The few that had gone east had been ground down by the combined forces of the Satraps armies.
But the greater majority had fled west instead, and had found coastal villages and trade towns that were already suffering from lack of funds due to the flow of trade shifting. Many of them have been ransacked or otherwise taken as temporary hideouts, while a few of the more stupid bandits had thought to try their hand at Piracy. Sinbad's crews took exception to this, making the Pirate Lord even more popular in the area as his men swept along the coasts, bringing a tiny sliver of safety, and much needed gold, to a tiny portion of the beleaguered Satraps.
While it hasn't fallen to the point of the Northern Satraps as of yet, the area currently hangs by a thread.
Maldonia
+10 due to expecting new heir) - 106
With the influx of armed forces from this "French Foreign Legion", the inclusion of a new vessel to their small navy, and two capable and experienced commanders; Maldonia is now able to project their presence further than before. Their ships are even able to bypass Egypt altogether, and diplomatic contact has now been made with Agrabah!
Land of the Black Sands

A name has emerged from the Land of the Black Sands. The ruler of the desolate and blighted desert. Mozenrath, apparently a young sorcerer of vast power, is still seeking scholars and people of learning. For what purpose, none can say. While he has had some small success in this endeavor, there have been more refusals than acceptances.
Atlantis

Barely a day after the Elite Global Huntsman's Club had left Ababwa, Schezrehade was speaking with her friend on the "radio" when a cracking, rough female voice had interrupted. According to the translation of the language from Lady Waltham, the conversation had gone something like this:

"Bzzzzk Girls, girls, it's lovely that yer having such a grand old time. But do either of you speak English?"
A moment of stunned silence, before Lady Waltham spoke up.
"I do, yes. My name is Lady Hortensia Waltham. My friend does not speak English but I can translate for her. She is the chief diplomat of the Principality of Ababwa. May I ask who you are madame?"
"Easy on the formalities hun. Name's Wilhemina Packard. Communications specialist for the Integrated Council of Atlantis. I don't s'pose either of you gals could talk to yer leaders or somethin?"
Contact made with Atlantis via radio! Signal is weak, bad weather interferes, keeping communications sporadic. New Options unlocked!

There is an eye of calm within the storm that is the Khanate though. An area where, according to those few hunters that have returned, the very air seems to gain a hazy lassitude. Worries seem lighter, and species that should turn on one another tooth and claw will drink from the same pools without hostility. But there's an undercurrent of unease. Stories tell of a band of hunters who had returned from the area, leaving ten strong, but only four coming back. None of them could remember their companions vanishing, and it was only after their attention was drawn to it that they seemed to even notice. Their reactions were strangely muted, as if they were half-asleep.
Well, Milo's team did choose Rourke over him...who knows if they switched sides back in this timeline. Admittedly, at the very least Kida probably hasn't been kidnapped.
So looking at Agrabah situation we really do need to focus our attention there. Having trade relations and good connections to another country should be a point to the Sultant's rule.
Well, that was interesting. Next turn, looks like we'll need to perform an encore performance for the Western Satraps. Between that and the situation in Agrabah, I think our path forward is clear. Thanks for the update!
Oh no, they're still a faction. This was just a major blow to their "face". Their standing, and ability to project an aura of power. It will be redressed, I assure you.

Sinbad might be willing to deal with us, but he, like all pirates, isn't really a merchant. We're not ensured anything resembling income by pirates. Pirates do not follow merchant business structure. Beckett sort of does follow a merchant-like business plan, or he can at least protect merchants so they don't get raided by pirates. Meaning the EITC, inasmuch as we can trust them, have a better chance at generating profits for the kingdom. Or at least the new kingdom of Lemuria which will have knock-off effects on us with our natural resources.
