Cheap steel is critical for rails cost reductions, and rails should be providing drips to telegraphy anyway.
I'm of a mind to go thermodynamics over electromagnetic theory, mostly because better steam engines and more IC increasers are going to be gated behind it. Don't get me wrong, both electromagnetism and thermodynamics are enormous gateway techs, but since thermodynamics is an industrial, we can combo it with cheap steel and an industrial research boost or two to one turn both options. Getting the most bang for our buck, if you will, since we need cheap steel asap anyway.
