Would we be able to use DO options to build telegraphs networks to neighboring countries to reduce costs of diplomatic/trade outreach programs because we can communicate with our staff faster rather than wait for horribly slow transporting of people there and back?
Or would this sort of thing be gated behind later telegraphs techs?

Spectroscopy is literally something out of the mid-20th century. Absolutely need this.
Biology, we've got Sacred Forests we want back. And that is going to require fairly advanced biotech! Additionally there is a chunk of prestige for having the same universality/academy which unlocks germ theory also unlocking evolutionary theory.
It might even cause that academy to specialize, which would be great.
Let others master the steel and iron and let us learn from them. Look instead towards the flesh, the living things of this world whom we are a part of. Those same living things from which this iron and steel would not come about without.

@Academia Nut considering the shared investment between Keil and DC (Two from Keil to DC, one from us to Keil), what influence does that have on our steamship research? Does academic freedom allow for better tech leeching sharing? I'm assuming that milliatary tech like steamships are more protected than a medicine tech (if only because people with morals in a country push for everyone to have medicine available whereas military tech is protected. Anyway, drunk. Point is, how can we get sea-steamships from the triple crown? Like, would buying some examples be on the table, or...?
On that note, what is the Vortuga's ship tech level, and can we beat them up and take their lunch money ships/ship tech?
