I notice a pattern.
Training is most practical, but with least long-term potential (how can we use what we have?).
Then we go up, and it gains a more thorough, but still practical approach (how does meta-light interact with materials?).
Finally, we go full Theory (how does all of this work?).

Don't go for Steamship tech with this, our Military Academy will be free and we can build a new Military Academy. Turn Generic 1 into an Academy of Biological Sciences.

Some analysis of the research options. Shared it with discord already, but I'll leave it here.

As of next research phase, there are several critical techs that we'll want to pick up. Chief among these are Cheap Steel and Steel Rails, but we don't have the prerequisites yet.

However, both Cheap Iron and Iron Rails are sitting at 32/35 progress and 33/35 progress, and are guaranteed to finish next turn via drips, so putting them into active research slots is a massive waste.

Cheap Steel and Steel Rails though, we want to slot as soon as possible (i.e. Next turn). So we're left in a situation where we want to pick up techs this turn that both won't necessarily finish via drips, and will finish in a single turn if we slot them.

Two clear options jump out to me:

Military Engineering (31/40)
Mid 19th Century Logic (26/40)

Both of these are guaranteed to finish if we assign them to the freed up Military Academy and general Academy slots in the next turn, and both of them are huge multipliers for us. Logic is an additional +0.3 research modifier (0.2 from the base tech and 0.1 from the synergy with Maths), which brings our research modifier up to 2.0 - given the amount of research we're getting, this is an enourmous boost! Military engineering allows us to leverage our enourmous army into public infrastructure works, and is critical for the development of the Suez Canal and Trans-Kyberian Railway.

Archaeology then finishes next turn, and we can toss in Cheap Steel and Steel Rails in immediately, probably with a Support Industrial Research action or two to really get them going.

Of course, then AN throws in an R&D update as I'm writing this, which completely messes me up :V
