Effective Temp IC budget for this bill is actually 12 Temp IC, but is paid in temp Consciousness, temp IC and industry output stolen from the next main turn.
Critically, the Temp SoL > Temp Consciousness, which means our temp Happiness for the main turn is raised up.

We totally can. Second phase TIC regen (and general temp stat iteration) still happens before the effects of the bills.Shows up in the main turn as temp IC (also it is 6 Temp IC cos we raised IC), we can't spend the main turn's regen in mid-turn.

We should full DO ourselves for +1 trust and follow that with an espionage of ourselves. Then, as much as it hurts, do gather support actions for the rest of our PW. Enter the next turn with 12PW and let IC regen for the factions.
You forgot to state your reason for using DO followed espionage mission of ourselves.
The espionage mission is to root out the Sketch and any other problems before they take root. We need semi-frequent counter espionage.
Guys, do we still have enough to perform an espionage mission to either the sketch or especially the nohon? I kinda want to do one if possible since I dont want to just leave them alone to have time to fuck with us.

After realizing mid-turn stat iteration makes working out happiness hidden behind another ~10-15 calculations I'm not sure what the final values are.If we can get happiness 7 next turn every PW we save is DOUBLED! Any PW action we can save for a turn should wait.
This confuses people, but stats iterate before Bills. That means Consciousness will decay to 3 (7) and then increase to 3 (12).
Unless this has changed with the rework and I missed it.

So we have 8 Bonds taken out and we lost another Crown Corps.

It took all of five minutes for me to get the stats, mainly checking and double-checking that I didn't miss any sources. I just really don't see what's so hard - you first apply iteration, which is all of 2 calculations you can do in 10 seconds per stat, then just add or subtract values from actions, which mainly depends on not overlooking an action or forgetting some little detail like pollution affecting consciousness.This makes any action which works off non-IC temp stats incredibly difficult to reason with.
