1.) Declare war on the Tortun Republics right now to prevent civil war.
2.) Increase the armies to... fight the Tortun Republics.
3.) Increase the Standard of Living to offset the current Happiness penalties that vex us so and stabilize the nation for the event phase
4.) Begin Diplomatic Outreach to re-form the containment coalition against the Republican threat, leveraging our fantastic diplomatic reach.

Outreach can be targeted; writing in some sort of descriptor to the effect of "form Second Coalition" would be reasonable IMO.

I like the plan - its bold and it does what is needed. My only comment is that Kyberi territory will also increase SOL, so its actually even better.

Except for me explicitly mentioning that diplomatic outreach is for Second Coalition within the plan, while Corn added it in comments; but seeing as thread so far seems unanimous on its meaning, none.
