They have to have higher tech than you in whatever field you're buffing.

But since it's entirely reliant on the goodwill of the major partner presumably you're going to likely be paying for it somewhere else.So the major partner has to spend the EP they gained from the trade deal to buff you, decreasing the value of the deal for themselves, and pushing your gain per year potentially to 3.5 (base + native investment + foreign investment). You basically run out of any headroom there and hit the average+3 limit quickly.
