Thank you @Theravis. So the next question would be, would actions be used on those plans? Or how would that work?

Like, lets say I'm playing as... the Qing dynasty, and I want to spy on my neighbors. Would I put as an economy action: Espionage plan [see PM]?
If I'm Canada and I wanted to expand my borders through colonialization, would that be similarly done: "Colonization [see PM]"?
And then for war...
If I were... Mexico, and I wanted to take out Guatemala, would I write up your warplan, send by PM, and then in my Turnpost have action: sending troops to battle [see PM]?
You write the plan and then have as an action "Operation: Codename" or "Project Fakealias" or something similar. Then you mark the plan with that name in our PM.

This way people know you did something and can check the math, but not what it is or even what kind of action, necessarily. Meanwhile, I can easily search that name when I need to resolve turn updates and I need to find your plan.

Can you expand on what you mean about the modifier on ships within a category?

Does cavalry have a modifier and for the ships would fast battleships be battlecruisers or battleships?

For modifiers I mean. Like how the Yamamoto has 50% more displacement than the Bismarck.

It's motorized for people who haven't got cars yet.

Fast Battleships are battleships.
Yamato would be a superheavy.

And... yeah, I understand what you're saying and I love naval stuff to bits, but it's just too difficult to draw universal lines in that sort of thing, so I have to generalize. I'd be more than willing to work with you on a system that can cover it if it can be done without adding 6 more layers of bookkeeping. I had AN idea for it....

This effect on it's own is not enough to significantly alter the combat abilities of enemy troops but combined with a well executed attack by allied troops it can provide the final push that causes an enemy unit to break. The effect wears off after a moderate amount of time but if the enemy has already been broken they are unlikely to be an effective fighting force even if they return to the battle.

This spell completely annihilates a targets will to fight. While undoubtedly powerful it has some severe restrictions. Firstly it can only affect a small group. Secondly it takes a significant amount of time to cast. Finally casting the spell takes a significant toll on the caster, decreasing their effectiveness for the rest of the fight. It is best reserved for use on enemy elite troops and essential positions such as machine gun nests.

So, actually, I have another question... Or three more xD Does my government have an extant elected leader? As far as I'm aware, the Republic of Platina [which I prefer over Platinan Republic for some reason since the place is called Platina] did not exist outside of this alternate timeline...

What policies [if any] currently exist, or is this something of a blank slate in a changed world that I should mold to be interesting?

Any reason the PIRATES do not have a magic rating? Like, not even a number zero.

Oh right, and one more thing -- you mentioned that the higher tech party in a trade route could lose their money [1 of the income? all of it?] to help the minor nation improve tech [all tech? or a specific category?]. Why does the big nation lose the money gained? I would think that the small nation is the one receiving scientific aid in exchange for goods, or simply money, and so in theory the smaller nation should have to sacrifice their trade income [assuming the higher tech nation is willing to assist]? Or is this done more for balance reasons?

I realize that as a scientifically backwards nation, I would benefit more if the advanced nations had to sacrifice income instead of me, but it feels a little strange that I can get economic stimulus *and* scientific aid at no cost aside from one of my trade routes.

Looks pretty good. My only advice would be to put the bit about Mali under your actions into a secret espionage plan. Even against NPCs, it's a bad idea to announce your espionage.

4) It's balance. Basically, while they would be paying it in, you're also putting yourself into debt and influence to them by doing so. They'd almost definitely call in those favors elsewhere.

My only question re: Morroco's plans, shouldn't the action economy be base 2 + 4 econ + 1 growing -4 military upkeep = 3 actions? I see 5 actions.
 

Like, if I can only have five trade routes going at once, expanding into unclaimed land via colonialism to access new markets doesn't seem to be particularly worth it.

Also, having looked into it, how exactly did France conquer the UK in 1654, when the PoD only happened the year before, my magic rating is 2, at this point France was still hovering near bankruptcy?
