Heros can have themes separate from the national one. Whether that be making use of a local tradition, an element, or something else (See "Resiliance"). You have 1/4 of your magic rating in heroes at the start of the game.

So in your case, one.

Honestly I was planning to use it as the theme for my entire nation's magic. The idea would be that a fully magicked out Moroccan army would just ignore any hostile terrain and completely ignore such petty constraints like troop stamina or morale. Of course said ideal is unlikely to be achieved until several years down the line since I am currently somewhat lacking in terms of magic rating.

To demonstrate here are the three spells I've written so far

For example the caster couldn't turn a swamp into steppe terrain but he could temporarily dry up any mud in it. This spell is primarily used to make the transportation of troops across hostile terrain easier.

Those affected by this spell finds themselves filled with unworldly energy. For the duration of the spell they are not affected by exhaustion

Spells like that tend to have a catch-up. So they'll ignore it until the spell end, then get hit with all the exhaustion from the period they missed. Still, it's a big force-multiplier that doesn't add any new capabilities.

Royalists support the Bourbon family, whereas the Imperialists support expansion and strong central government, but don't really care if you're the one leading it.

Thank you @Theravis. So the next question would be, would actions be used on those plans? Or how would that work?

Like, lets say I'm playing as... the Qing dynasty, and I want to spy on my neighbors. Would I put as an economy action: Espionage plan [see PM]?
If I'm Canada and I wanted to expand my borders through colonialization, would that be similarly done: "Colonization [see PM]"?
And then for war...
If I were... Mexico, and I wanted to take out Guatemala, would I write up your warplan, send by PM, and then in my Turnpost have action: sending troops to battle [see PM]?
