not really? and anyway, its not speed that matters for space travel but acceleration. If you can manage a consistent gee, you're doing very well.
It's 300 times the speed of sound. It's not Astronomically very fast, no, but on a planetary scale it is pretty fast.

My concern is that it'll lead to some wonky-ass stuff. Though, this is all probably paranoia, and if there is a problem, we can always place cap on ship speeds in-atmosphere.

Superspeed in atmosphere is rather self-limiting, via friction...
 
Like, consider the speeds and masses of asteroids, and yet how little surface damage they actually do, comparitively. We are not going to be moving anything that heavy around, and probably relatively slower as well.
 
I advise you to play Kerbal Space Program, then remember that in this setting we'd probably just fiat things as "strategic speed" and "your mans get there in one clock tick."

Lots of eldritch metaphysical and kind of magitechnological stuff, OSS reminds me of it a bit, especially Iran (my baby. Glad to know my idea of turning them into half-djinn monsters back in the first game went this far) and the Kalmar Union.
