The attitudes Scotland has towards an English rule (say it isn't all you like, there'd be no need for a parliament if it was just like NATO), how you're trying to basically redefine Covenanters so they aren't really Covenanters, ect.

Oh, i totally know this will not end pleasantly, but this is most likely the most action Scotland will get this game, or at least action they can handle. I'm gonna be honest with you guys (kind of hoping France turns on us) but I'm pretty sure that's just me.Look I'm not saying that an Anglo-Scottish Union is impossible, merely that no matter how you pull this off you're certain to bring some of your factions to the brink of rebellion. As it currently stands, I can't see either the Brittanics or the Covenanters supporting this arrangement, and the Scottish Royalists whose thing has always been reclaiming the thrones of all the Isles for Charles II under the divine right of kings are probably also going to be pretty peeved. Some of the Unionists may go for this arrangement, but more radical ones will still probably be skeptical given that it's at least publicly grounded in subjugation to France.
If France turns against this Union then the Brittanics may be onboard and the Unionists definitely will be, but that means you lose the Fracophiles in Scotland and the Sub-Bourbonites in England, respectively. England is factionally somewhat better off, but Scotland gets an even shorter end of the stick

Dahoney has a legion or thereabouts of Legendary units for god knows why. These are units that were assigned their training level at the beginning of the game. These are, explicitly, the best of the best that Mexico has, to the point where they work entirely alone in-combat.......
I don't think you should be able to just get Legendary Experience units.
Legendary Experience units are a reward for truly epic battles or truly famous units.
At the very most, I think you should just be able to get Veteran units in your elite special forces. More than that is pushing it for me.
