Yeah. I'd say go on vacation with Kayleigh and Laura to Earth Aleph and scan Laura. I'm not sure about Kayleigh because of the potential for low roll for her. But we need to at least social Laura and basically tell her that the days of Villains outnumbering heroes is over. And point out that with her newfound power she can be among the most powerful of capes.
We could take Vista on a vacation that doesn't suck instead, like that world tour we did before, but there's no need to use a social on the mutagenics. That's happening with or without our input.

Easy answer first. No, Random Gears can only build Storage Devices. Which is still better than what Created Gears can build!2) Can Random Gears (of which PRT Philly has 3) create Advanced Devices like Intelligent Devices? I know that D-Rank Gears can't as part of their limitations from not being randomly generated but I can't recall if that is true for proper Gears.

I'm personally not willing to roll unless the odds of failure are less than 30%. Preferably less than 20%.
Laura has a guaranteed core. Missy needs a mutagen. Kayleigh hasn't been scanned but has 5 social events to her name. One mage wiped out a nice chunk of the Fallen by herself. Best case scenario, you'd be rolling up to the Fallen's doors with 4 mages, at least 1 Guardian Beast, plus/minus an Endbringer turned Unison Device.

You're right. I can't see a good reason anymore not to allow upgrades other than the restricted forms of the Advanced Devices (like, if you use a SD in the form of a book, you probably won't want a staff-shaped ID). So personal preference will probably play a role in that decision.

You have this week, when Vista will find out about the LCM serum, and next week, which is the absolute earliest for Taylor to talk to people in power about the Fallen. There will be time.In character, we don't even know about an LCM mutagen yet. Might as well get it out of the way. And I doubt Kayleigh is the sort of person who'd want power in exchange for risk of mutation so I'm rather doubtful she'd be willing to go for LCM. Unless the Fallen attack changed her outlook and she decided that she wants some of that action to stomp on the Fallen alongside Taylor and co. for endangering her family and friends.

I ask because with the new system that PRT AA-ranker is a lot more valuable and her being stuck with a Storage Device is so much more a waste. It made sense to focus on being highly versatile and useful for local duty when she had 5 spells. Now that she can learn 15 spells grabbing a Buster or even Breaker for S-class situations seems like a worthwhile investment. Something that can only be done if she could switch out for an Intelligent Device.
Upgrading the three PRT mages who could make good use of better devices might need to go on the list, then.
We've already given the local police department a functional army (by TSAB standards) and possibly made them a nuclear power , how much babysitting and micromanaging do we need to do?
If we wanted to take over the work of the police force who sort've have a full time paying job to handle this stuff themselves.... isn't that the whole point of focusing on Superheroes and less on the mundane mooks? >_> Thus if you're trying instead to sow the seeds for restoring the police to a more normal role of handling everything on earth (and giving them nanoha-nonlethals can't hurt) shouldn't the most we do be to pop around giving the bare starting basics and then stepping aside to focus on the more interesting stuff?
