Maybe... but there's the matter of inertia.
There's seven votes on SB for @Bailey Matutine's plan and two here.
That may be a case of 'too little, too late'.

I get that part. I was meaning more along the lines of "Will Purity have trouble finding work or employment, and how will she handle Aster in those circumstances?" and "Will Aster be subject to discrimination because her mother has the tattoo?"

I think that part is manageable as long as her civilian ID hasn't popped up in the system in BB during the containment. If she's safe on that front, then there's probably a fair bit of leeway. Refugees from disasters can easily take quite a while to resettle, and there are any number of reasons to not be seen on the grid, so as long as nobody is specifically watching her civilian ID, I'd think she could manage. Although, if Purity happened to pop up in a new city, and somebody decided to try to find BB refugees in that city to hunt her down, that would be a different story.

I don't know that it's impossible for her to go without using her powers, but there are more than enough potential situations where she'd justify it that I'm overall inclined to agree with you. I don't think the end result would be great for her if she succeeds at escaping with Aster, but, from her perspective, it may have been her best option. So, we just have to provide a better one, and the argument that she would probably use her powers anyway is likely a good argument to use if we want her to go through the screening process herself.

Just to make sure everyone's on the same page, it is. Shard's pressure the host to use their powers, and hosts who aren't using them enough or using them conflicting-ly enough, like Amy and Leet, they sabotage and attempt to kill so they can reconnect to new hosts.

For now, it looks like a good plan with a decent chance of working. Might switch to the kidnapping with consent later if a nice plan comes out of it.
 
Decided to post this here too, not sure if the rally counter does things in spoilers so the first [X] is missing.

-[X] Tell her we have a plan that could get her and her daughter out of the containment zone but it is dependant on her trusting us and doing what we say.
--[X] If she asks about 'could' then explain that it depends on who we talk to, for example while Legend and Alexandria's word is of equal weight Legend is more personable and friendly.
-[X] Ask her is she will agree to the following.
--[X] Stop fighting against us
--[X] Help us in the fight (if it's still ongoing) (optional, however we do mention it's a point in her favour)
--[X] Submit to the requirements of the PRT and Protectorate regarding both herself and Aster, stress that restrictions are likely to be severe, for her it's due to the unknown nature of how Ziz-bombs work and as an ex-villain she already has a lot of suspicion against her, for her daughter it's the fact that nobody knows how the hell you test a baby for induced psychological traumas.
--[X] Join the Protectorate as a probationary member.
--[X] Submit to extensive psychological testing.
--[X] If her daughter triggers, she joins the Wards, no questions asked.
---[X] If her daughter triggers Purity will tell the PRT / supervisor / handler / boss immediately.
--[X] Until the PRT deem it unwarranted Aster is under heavy survailence and/or restrictions due to the whole, no psyche profile for toddlers.
---[X] Plus whatever restrictions the PRT likely add, it won't be nice but it's better than nothing and after a decade or so, if she keeps on the straight and narrow and nothing has happened it is likely the restrictions will have been lifted.
---[X] She has a single chance, make sure she knows that and that if she steps one toe out of line once it is very possible that her life is forfeit, but if she can deal with the restrictions we may be able to make sure her daughter doesn't have the stigma of a containment zone. Also make sure she understands that this is contingent on the PRT and Protectorate being willing to play ball as it were.
-[X] If she refuses, lethal solar wrath. End the fight fast. If she agrees, rejoin the fight, first communicate to our allies Purity is not a target unless she acts against us. Don't drop recursion field until all villains are defeated/our side is losing.
--[X] Once we've killed/knocked out Crusader, Fog (lethal on Fog).etc drop the field and check in on our side. Communicate that Purity is a non-target unless she acts first.
---[X] If necessary, assist in taking down the remaining parahumans.
--[X] Once that's done have Purity collect Aster then escort them to an open area near to the HQ but not in sight of it. En-route ask for MM if available, if not then a Protectorate team leader or ranking PRT officer is good too. Tell them we're bringing in Purity and her daughter as she would like to become a hero on the condition she stays with her daughter and is willing to accept a number of conditions and restrictions on turn. Also while on the way tell Purity that she should suggest some of the restrictions, especially those related to supervision and psyche evaluation.
--[X] If MM or Protec Lead meet in open area, if PRT meet over video, have them send us an iPad analogue or equivalent.
--[X] Explain that Purity wants to join the Protec, Purity list some conditions and restrictions she'd accept, we list some, government names some.

At that point it's probably another vote.
 
So, I check that big plan.
It basically says "Surrender to all these unpleasantries that you wanted to escape, but from PRT, not public. Surrender your daughter's future to PRT" and suggest to kill her if she's not agree.

So, why exactly she should agree?
Where is her benefits?

Yes, instead tattoo Aster will receive close attention of PRT and obligatory Wards membership.
If Purity was ready to agree on this, she could join Protectorate a long time ago.

She's breaking out so Aster doesn't have the stigma of a Tattoo in the unlikely case she is even allowed to leave the Bay. This is giving a way for Aster to legally have a, heavily supervised, but relatively normal life. She'll grow up with her mother, have friends and a support network in case she triggers / Ziz-bomb prevention through psyche eval.

This is probably the best plan out of the ones made so far. It doesn't specify using Solar Wrath on Fog & co. to take them out, which it probably should, and I'd personally prefer a way of sneaking Aster out of the quarantine/combat area (or wherever she needs to be snuck out of) so that she isn't forced into the Wards, but I understand if that part's not viable.

Yeah, because at that point it kinda would have been 'do ALL THE PLANS' rather than actually commit to something.
 
That's actually one of the bits I'd lost and forgotten to add back in after I posted it the first time and 3G/save draft failed on me.
Edit: Along with a bit where we told purity that fighting with us would help her chances, that bit didn't affect anything unless she wanted too though, I had additions and a few contingencies in there. Like mentioning she helped us and a couple other bits.

My concern with Solar Wrath is that the QM said Taylor wouldn't use it unless we specifically plan for her to. You can just add that part back in, though.

Ugh, I just want to refuse her any preferences and throw her back into quarantine, because she's no better than all other people who stuck there. Why she and not them should receive freedom? Because she have enough power and insolence for break out?
Since when punishment for attempted escape is amnesty?

In the best case scenario, she and other Brocktonites will receive freedom when we reach agreement with TSAB about their screening. She just need to wait.


On the other hand, she just too useful to refuse her help if she'll agree to KhazintheDark's plan.

My sense of justice against common sense...
I'll try to sleep on it.

Honestly? She's probably not better than all the other people who are stuck there. However, she is someone who we might actually be able to help, so I'd like to.
