I'll type up the plan later, but I think it would work. Purity wants her daughter to get out of BB, and we can provide that. We just have to get her to stand down and play ball.
To address the 2nd point, she could easily say Aster was at a relative's or family friend's house. There might be suspicion but they can't really do more than be suspicious and keep an eye on her.
Thing is though, her civilian ID is linked to BB. When that ID pops up in another city far later than it should have for someone who supposedly got out before the time limit, it will ting some alarms.
And more than that, there's no way in hell she won't be using her powers; she'll out herself as Purity super quick- and then it's back to joining a gang for protection. She'll fall back into old habits and then justify it by saying it's for protecting Aster.
Just to make sure everyone's on the same page, it is. Shard's pressure the host to use their powers, and hosts who aren't using them enough or using them conflicting-ly enough, like Amy and Leet, they sabotage and attempt to kill so they can reconnect to new hosts.I don't know that it's impossible for her to go without using her powers

She's not eternally stuck in Prison City for one thing, and she wouldn't have to worry about her daughter being branded, if I'm reading the plan right.
She's willing to give stuff up to get Aster out, and if she's Protectorate nobody can argue that she's a hero. People may bitch and moan, but they've got no other option.

If Purity was ready to agree on this, she could join Protectorate a long time ago.
She's breaking out so Aster doesn't have the stigma of a Tattoo in the unlikely case she is even allowed to leave the Bay. This is giving a way for Aster to legally have a, heavily supervised, but relatively normal life. She'll grow up with her mother, have friends and a support network in case she triggers / Ziz-bomb prevention through psyche eval.
At the worst she can leave at Age 18. This is not a life commitment you know. Still far better than a Simurgh brand.

Tell them we're bringing in Purity and her daughter as she would like to become a hero on the condition she stays with her daughter and is willing to accept a number of conditions and restrictions on turn. Also while on the way tell Purity that she should suggest some of the restrictions, especially those related to supervision and psyche evaluation.

Yeah, because at that point it kinda would have been 'do ALL THE PLANS' rather than actually commit to something.This is probably the best plan out of the ones made so far. It doesn't specify using Solar Wrath on Fog & co. to take them out, which it probably should, and I'd personally prefer a way of sneaking Aster out of the quarantine/combat area (or wherever she needs to be snuck out of) so that she isn't forced into the Wards, but I understand if that part's not viable.
That's actually one of the bits I'd lost and forgotten to add back in after I posted it the first time and 3G/save draft failed on me.
Edit: Along with a bit where we told purity that fighting with us would help her chances, that bit didn't affect anything unless she wanted too though, I had additions and a few contingencies in there. Like mentioning she helped us and a couple other bits.

Ugh, I just want to refuse her any preferences and throw her back into quarantine, because she's no better than all other people who stuck there. Why she and not them should receive freedom? Because she have enough power and insolence for break out?
Since when punishment for attempted escape is amnesty?
It's not really amnesty, since what she's being offered is a very restrictive probation where any deviation lands her (and more importantly to her, Aster) in deep shit, not a pardon.
