Vampires are naturally infertile, is part of the transformation process they undertake, as for gods the closest thing to actual children would be immaterial servants who are born from minuscule pieces of themselves (daemons), and mortals who are elevated to immaterial beings (daemon princes).

No, vampires and gods are naturally infertile. Isha is the goddess of life of the elves/eldar and no matter what they say she didn't actually birth them, she was born from the collective thoughts and feelings of the eldar around a concept that led to the birth of the warp entity that would be known as Isha.

Somewhat, what Vlad wanted was an empire with him as the ruler, and that would actually be a good thing different from other vampires he didn't treat humans like shit (well most times, and even them they deserved it), there actually reports of him killing vampires who were ommnicidal maniacs.
He turned Sylvania which was a shithole into the richest and most prosperous province in the empire, now it is returning to what it was in the past.
