Okay, so giving some thoughts to each area for future reference:

Ju-Ji's Hall: It's right next to Tessen and quite small. Plus, there's a lot of factions and there doesn't seem to be a lot of misery so I think it's best to put an enclave here.

Broken Crossroads: Still right next to Tessen but quite big. There appears to be a lot of gangs which means there's social issues for us to fix. Would be good for a chapter though we will have to send some guards with them.

The Capital: To be avoided until we are ready to go into big boy politics (which we are not). Plus, it's quite far from Tessen.

The Green Dunes: COE homeland. To be avoided until we are willing to go fight them.

Slatnan's Womb: Quite close. Doesn't seem to need our help so I don't see the need to set up shop there.

Seven Silver Cathedrals: Quite close. Very low population. Would support an enclave at best.

The Read Sea: Far away. There are not a lot factions beyond the local Houses. Would be higher priority if it wasn't so far aaway.
 
@HeroCooky could we send two enclave groups out to two separate locations for the price of a chapter? Or are we only able to send out one group at a time?

I ask because there are two smaller locations that could use Enclaves. I really want to do the capital but I think we need to hold off for a while due to us not being ready for the political scene.

No, simply because that is the reality of long-distance travel on Calynth. You prepare for the route, or you die for your lack of preparations.

A group going to the Seven Silver Cathedrals has a different group of worries to one setting out for the Long Road.

Remember there was also the one House that starts with an A that promised vengeance after they blamed us for a broken engagement. They are probably astroturfing these complaints and should be looked into.
[It's something we need to take care of while it is this early, before we lose control of the narrative.
 
Since we are likely sending a chapter to Sunken Hollow (Why exactly was this province favored again?), we could maybe have them stop in Bone Valley since it is on the way. This will allow the expedition to resupply with the local chapter and allow us to subtly inspect them for heresy.

Because it has a stronghold of the Order of the Flaming Sword, who we are looking to ally with by gifting them all the Torahs we found on the Forest.

Also, looking at its position on the map, its right next to the big wasteland and part of the Imperial Bridges program. So there will be both work for us to do as well as a receptive market for our airships, especially when we start porducing bigger and beefier ones.

@HeroCooky If we ask for ore Regions to be added, would there be a chance to trigger an emergency like what happened whith Bone Valley?

The U'kali are experts at biological stuff as seen with their bio knights, and one of Sunken Hollows' industries is manufactured biological goods. I figured there would be some good synergy with that combo.
That's a lot of Piety. And I hope this advances Aria's Trait.
Hopefully, Aria seems to be the best candidate to be Martyris' successor and that trait would be very helpful.

I was planning to reuse the character I had proposed for when we first founded the Bone Valley chapter. That being a Mutated woman who used to be a foreman that is used to running a pretty tight ship and is also joined by her younger siblings who help make up for her weaknesses.

No, nothing like that will be added.
Then, if only to replace the options we have already picked I would like to see: 4. Broken Titan; 14. Elevated Crust; and 30. Tarnished Glory

The first two to see how suitable they would be for smaller enclaves and the latter because it sounds cool.

Alright, just be careful assigning a Mutated as leader in a province where the common people don't like Mutated.

I looked at the stats and the general opinion on Mutated is -1, same as Tessen. So I don't think there'll be too many issues.

Plus, both of our current chapter leaders are Human and Male, so I think diversifying would be good.
 
Just clarify are the Followers of the Light more annoyed that someone would dare talk shit about someone genuinely helping children or are they more annoyed by the bad press from the association with us?

Annoyed that rumors suggest corruption in the bureaucracy of the Empire, talking shit about the Pilgrims (since they know you are just helping because you believe it the right thing to do), accusing them of incompetence by proxy, and generally having to tell people to "Shut. Shut. Shut it."

...did the person who stirred shit up know that this was going to happen? Or were they aiming a rifle at the Pilgrims, only to realize they were holding a shotgun loaded with buckshot when they started shooting?
 
Tessen started that way. Besides, I think -1 is about the average for the Empire as a whole, so I think it would be good to push things a little from the very beginning rather than always pick the safest option.
I worry that having our public face in the area be a Mutated could massively hinder our operations there, given the public opinion.
Edit: I feel assigning a Mutated as leader of the expedition would go better in provinces that have better opinions of Mutated like Ju-Ji's Hall or Slatnan's Womb.

But then we'll have very few if any Mutated leaders at all. Which I feel is hypocritical considering who the Pilgrims are. If the area is bad enough then yeah, but there are times when we should push the envelope a little.

@HeroCooky Is Sunken Hollow particularly bad in terms of Mutated discrimination, or is it more the median average for the Empire?
