Why this option, when it has Successes Yes and I don't see any relevant Theories cooking iirc?
I'm not sure where you got the idea it was successes yes. But the main answer is simple - look at the breakthrough research benefit. For every 5 successes gained, we get a bunch more - and we have plenty of Lost-Tech Chemical artifacts to throw at it. In short, it's far more feasible than it looks at first glance.

A Petition Of Compassion - The Tessen Speaker
Ker-Almur, philanthropist, civil rights advocate, and compassionate believer in the Sacred Hand Branch of the Followers of Light, has made an official appearance within the Court of our Lady of Tessen, thanking her for the guest rights extended to his person and to shelter him from the elements that harass and assail those without the same in the outer territories of the lands of the Empire. As thanks, he gave to her a Knight's Lance fashioned and decorated in the style of his home Region, crafted and created by one of his retainers, a Mutated by the name of Li-Isand. With the exchange of gift and safety completed, he was given the right to speak before her, the Court, and to address the people of Tessen with his words and cause. He did so with all the humility and skill expected of a man who has made it his mission to uplift the Mutated from their place and has championed the cause for nearly five decades at this time.

To Speak For The Speakers - The Truthful Observers
Ker-Almur is called a light of righteousness for the sinners, a hand of compassion open to the wretched, a beacon for a better future, and the Speaker of the Voiceless, yet is that true, or merely a facade worn by one who has made it his bread and butter, his coin and wealth, fame and fortune, to speak for those already crying against what injustices are done against them? Ker-Almur stands high and mighty, speaks with lofty goals and towering hopes, a hand open with high-minded ideals while another dispenses aid and light to all who may listen...while a third demands coin from the masses, and the fourth takes the same from the destitute. Why, one must ask, does this man who speaks of elevating the Mutated seek such amounts of coin from those who have little to give, all to squander it in lavish gifts and splendorous displays of luxury when on the move and at the courts of the Empire? He says he speaks for the voiceless, but can they not speak for themselves, and have they not done so plenty already themselves?

A Fashionable Spat - Rags, Rumors, And Rants
Even the mightiest nobles and rulers of the Empire are not above squabbling against one another, fighting viciously over the grand and the minor things in life and rulership, such as trade...and fashion. For the Dukes of the Three-Point Valley, Sleeper's Rest, and The Hidden Underway Regions have clashed within the Capital, an argument over fashion, as all three appeared before the Imperial Court wearing the exact same outfit, escalated into the levying of additional trade tariffs between each other when each accused the other two of deliberately appearing with the clothing chosen for that day to embarrass and humiliate. The truth of the matter is likely a comical happenstance, but the insinuations of how such came to be have flown from the matter into the realms of the hilarious and fantastical.

Bone Valley

Our efforts to set up an extended expedition into the Necropolis have been completed without incident or delay. The volunteers are trained, vital resource caches have been planted all along the project routes and scouted areas, and safehouses established where able and ready to lend their safety to the enlargement of other safe zones, with specialized scouts pledging service for the expedition. Now, the Path to tread is up to those who are about to leave us. Our involvement has finished.

Additionally, the Medical Chemicals Manufactury has completed its first production batch without fail or error. We will begin with establishing medical outposts at once, while distributing the medicine we manufacture to the needy in the meantime.

Is it? From what I can tell, we're still pretty small in comparison to the other religions. We're only big in the local area.
