While the Arthwyd weren't heartless enough to turn all of them away, there was the question of just how many they were willingly to accept into their lands. Bringing so many foreigners would run the risk of problems, of which the chances would only rise with the more refugees allowed into Arthwydish land. In the highest numbers, it would even divert the attentions of priests and priestesses as they had to deal with a massive influx of outsiders.

Stab-wise, I kinda want to do the Warrior quest and just do a peaceful buildup. A lack of crises probably helps us more than the Forluc, especially with them apparently having more Zarannist vassals than us and with their civ being founded on being able to survive crises.
Might be a good time to increase trade with the Forden(and maybe open trade ties with the Fornn or Caradysh to seed pro-Arthwyd sentiments among the Forluc in case it comes to war).

I'd rather have the Boarfolk on our side than a treaty with the Forluc. Lorvir was pretty friendly to us, his Grandson seems to follow that trend and it'll help keep Caermyr from getting encircled.
For now, I'd like to switch out the Megastructure policy for a Province Expansion policy. Civ-wide blessings for our people seem like a good way to go about it. Hopefully this one won't increase physical weight.

How do we improve our warriors even more? They still lose fights so their should be a higher level.
Train Sacred Warriors, More Hunting, Cultivate Redstars, Study Metal and Study Magic all come with a chance to innovate that's probably relevant for martial pursuits.
Combining Train Sacred Warriors(or War Party) with another innovation action might also direct the innovation action to be more martial.
